Job summary

The City of Lynchburg, VA is seeking an Emergency Management Specialist to support the administration and coordination of the City’s comprehensive emergency management program. This professional position assists the Emergency Management Coordinator (Fire Chief) in planning, preparedness, response, recovery, and mitigation activities across City departments and partner agencies.

Qualifications

• Coursework in Emergency Management, Public Administration, Homeland Security, or related field (or equivalent experience).
• Knowledge of federal, state, and local emergency management regulations.
• Certification in emergency management (e.g., FEMA, NIMS, or IAEM) preferred.
• Must complete IS100 and IS700 National Incident Management training within 90 days of employment.

Responsibilities

• Assist in developing, implementing, and evaluating the City’s emergency management programs (preparedness, response, recovery, mitigation).
• Coordinate EOC planning, activation, staffing, and readiness to ensure systems and facilities are functional.
• Maintain and update emergency operation, hazard mitigation, and COOP plans and procedures.
• Coordinate interdepartmental emergency planning and integrate preparedness into routine operations.
• Manage emergency management grants, including application development, compliance, reporting, and documentation.
• Oversee emergency management information systems and ensure accurate documentation and information sharing during incidents.
• Coordinate training, exercises, and after-action reviews to improve readiness and capabilities.
• Liaise with regional, state, federal, and private-sector partners for coordinated planning and response.
• Prepare briefings and planning documents for City leadership on preparedness and disaster response.
