Qualifications

• Must possess, or be able to obtain within 90 days of hire, a valid Texas Driver License and be eligible for coverage under the City’s vehicle insurance provider.
• Bachelor’s degree in emergency management, business, public administration, or a related field.
• At least four years of experience in a municipal, county, regional, or state emergency management position.
• Must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility.

Responsibilities

• Coordinate supervision, training, hiring, performance evaluations, and staff appointments within assigned emergency management functions.
• Maintain the City’s Emergency Management Plan and ensure ongoing operational readiness.
• Coordinate administrative operations of the City’s Emergency Operations Center (EOC) and Emergency Response Notification system.
• Identify and resolve procedural and operational issues and develop emergency management policies, procedures, objectives, and plans through research and data analysis.
• Oversee the development, preparation, and implementation of updates to the City’s Emergency Management Plan and Emergency Operations Plan.
• Evaluate the efficiency and effectiveness of service delivery methods, workflows, support systems, and reporting structures and implement improvements as needed.
• Assist the City Council, City Manager, and Department Heads with Texas Division of Emergency Management (TDEM) and Federal Emergency Management Agency (FEMA) processes, ensuring accurate documentation and compliance.
• Perform related work as required.
