As an Emergency Management Specialist II, this position assists the Outreach Branch Chief in creating, developing, implementing, and administering effective statewide emergency management preparedness outreach and educational programs. The role requires a strong working knowledge of disaster preparedness and response programs, as well as the ability to communicate complex information clearly through both written and verbal channels. This position also involves engaging with diverse public audiences through presentations and outreach efforts, and calls for creativity in designing accessible, informative, and impactful preparedness materials that promote community resilience.

The successful applicants must pass a federal background check in order to qualify for military base access, which is required with this position's work location on base. The background check may include fingerprinting. All job offers are conditional pending successful completion of the federal background check and issuance of a Defense Biometrics Identification System (DBIDS) card allowing base access. Also, you must be able to maintain the clearance throughout your employment.
If using a private vehicle this will require a valid Alaska Driver License, proof of vehicle insurance, and a valid State of Alaska vehicle registration.
State employees are guests on Joint Base Elmendorf-Richardson; clearance and access are not within the State's control.
In addition, in some cases employees must be able to obtain and maintain a Common Access Card (CAC). As part of the examination process, a background check investigation, including a criminal records check, will be conducted. Conviction of a crime will not automatically preclude appointment. The circumstances involved in the conviction will be considered.
Two years of paraprofessional experience in emergency management, emergency response, natural resource management, planning, grant administration, or finance. The required experience includes work such as Emergency Management Assistant, Natural Resource Technician 2, or Accounting Technician 1 with the State of Alaska, or the equivalent elsewhere.

An associate degree from an accredited college in emergency management or homeland security.
OR
A bachelor's degree, in any field, from an accredited college.
A valid Alaska driver's license is required.
Some positions require the incumbent to obtain a federal security clearance.
Work may require periodic, 24-hour on-call duty and travel to remote locations in small aircraft and boats, and may involve exposure to inherently hazardous or potentially dangerous environmental conditions.
