Heartland Consulting is seeking an experienced Program Management Analyst to provide planning, preparedness, project management, and program support for government programs and initiatives. The position will support the development and coordination of strategic and operational plans, program requirements, preparedness activities, and stakeholder engagement.
The successful candidate will have experience supporting federal, state, or local government programs and working with multidisciplinary teams to develop plans, analyze program requirements, coordinate projects, and support organizational preparedness objectives.
Provide program and project management support for government programs and initiatives.
Develop, review, and coordinate strategic, operational, preparedness, continuity, and crisis-response planning products.
Analyze program requirements and provide recommendations to leadership.
Coordinate planning meetings, working groups, project activities, and stakeholder engagements.
Conduct research and analyze historical, operational, and planning data to support program decisions.
Interpret policies, program directives, and organizational requirements and translate them into actionable planning activities.
Assist with project schedules, milestones, deliverables, documentation, and program tracking.
Coordinate with federal, state, local, and other organizational stakeholders.
Support preparedness exercises, training activities, and after-action or improvement initiatives.
Develop briefings, reports, meeting materials, planning documents, and other program documentation.
Support continuity of operations and emergency preparedness initiatives.
Assist leadership with program administration, organizational priorities, and special projects.
Facilitate working groups and collaborative planning sessions.
Maintain accurate program records and documentation using applicable government and organizational systems.
Provide training, mentoring, and guidance to staff as required.
Bachelor's degree in Public Administration, Emergency Management, Homeland Security, Public Health, Business Administration, or a related field.
Experience supporting program management, project management, emergency management, preparedness, or government planning activities.
Experience developing or supporting operational, strategic, emergency, or continuity planning products.
Strong written and verbal communication skills.
Demonstrated ability to coordinate activities involving multiple stakeholders and organizations.
Experience researching, analyzing, and presenting information to support program decisions.
Proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, and related collaboration tools.
Master's degree in Public Administration, Emergency Management, Homeland Security, or a related discipline.
Project management education, training, or certification.
Federal government program or emergency management experience.
Experience with FEMA programs, the National Incident Management System (NIMS), Incident Command System (ICS), continuity planning, or emergency preparedness exercises.
Experience with SharePoint, ArcGIS, WebEOC, HSIN, Microsoft Project, or similar program management and emergency management systems.
Experience facilitating working groups and coordinating with federal, state, and local government stakeholders.
