Position Summary

Assist the Emergency Management department with preparedness, response, recovery, and mitigation efforts including the development of emergency plans, and procedures. Assist in drills and exercises to test emergency response equipment on a regular basis. Perform inventory, maintenance, and management of all emergency management equipment. Represent the Emergency Management department by attending drills, exercises and outreach events. Continuously train for and achieve certifications to gain knowledge in emergency management and emergency response.

Key Responsibilities/Duties
  • Assist in maintaining the Port Houston Emergency Management Plan (EMP) and related annexes.
  • Conduct system checks of Emergency Operations Center (EOC), Mobile Command Center (MCC) and other Emergency Management response equipment.
  • Maintain inventory of departmental supplies and resources.
  • Assist with the planning and organizing of drills/exercises.
  • Assist with action reviews of major incidents or drills/exercises and incorporate lessons learned into emergency management processes.
  • Establish professional relationships with local, state and federal emergency response entities, and coordinate collaborative training efforts with external stakeholders and partners.
  • Prepare reports, special studies, and other projects that may be assigned by Emergency Manager.
  • Participate in various meetings, conferences, and engagements to stay abreast of emergency management trends and programs.

  • Perform other duties, as required to support the Emergency Management department.
Education and Experience

High School diploma or General Equivalency Diploma (GED) equivalent is required. 2+ years of experience in Emergency Management, Public Safety or currently enrolled in a Bachelor or Associate degree program in Emergency Management, Public Administration, Public Policy or closely related field required. NIMS 100, 200, 700, and 800 required. NIMS 300, 400 required within one year of employment. FEMA Professional Development Series certificate required within 2 years of employment.

A current, valid Texas driver’s license is required. A transportation Worker Identification Credential (TWIC) must be obtained within 30 days of employment and be maintained for the duration of employment. Safety sensitive position, requiring the successful candidate pass a pre-employment alcohol and drug test. In addition to the pre-employment test, the person hired will also be subject to random, post incident /accident, reasonable suspicion and rehabilitation monitoring drug and alcohol testing consistent with the PHA Drug and Alcohol Free Workplace Standards. Considered an essential employee and may be required to work on holidays, evenings, nights, and be immediately recalled for emergencies at anytime. They must remain available and "on call" 24 hours a day, 365 days a year, dependent on emergency.
