Job summary

SOC LLC is seeking an experienced Emergency Management Program Manager to develop and implement the Emergency Preparedness Management Program for DOE facilities in the National Capital Region. The role focuses on ensuring readiness and training across personnel and visitors.

The ideal candidate will have complex emergency management knowledge, strong leadership, and advanced skills in planning, analysis, and reporting, with a DOE Q access requirement or equivalent clearance as described.

Qualifications

  • Expert-level knowledge of emergency management at Federal facilities.
  • Proficient in Microsoft Office Suite software to include Outlook, Power Point, Excel, Word, and Internet Explorer.
  • Ability to define training requirements and assist with the development of plans, policies, and procedures.
  • Expert-level knowledge of emergency planning, analysis and reporting, and emergency training curriculum development and instruction.
  • Excellent analytical, oral and written skills, as well as effective leadership skills.

Responsibilities

  • Development and implementation of the Emergency Preparedness Management Program, ensuring the protective force is capable of responding effectively to emergencies.
  • Prepare training curriculum for delivery to all DOE employees, personnel and visitors.
  • Participate in the establishment of an EM Program for all DOE Headquarters facilities organizations and personnel within the National Capital Region.
  • Provide day-to-day administrative support to the DOE Federal Agent (FA) serving as the Emergency Management Program Manager.
  • Provide updates to Plans, procedures and protocols for emergency actions.

We’re looking for an experienced Emergency Management Program Manager

The Emergency Management Program Manager (EMPM) is responsible for the development and implementation of the Emergency Preparedness Management Program, ensuring the protective force is capably of responding effectively to a broad array of potential operational interruptions and/or emergencies. The EMPM assesses risks, current conditions and procedures, Department of Energy (DOE) Orders and guidelines to determine a prioritized (based on risk) plan to implement, then refine and enhance, implement, and continually assess the effectiveness of the plan, revising as needed. The EMPM uses the existing Occupant Emergency Plans (OEPs) and expert knowledge of emergency response to prepare training class for delivery to all DOE employees, personnel, and visitors. The EMPM provides day-to-day administrative support to the DOE Federal Agent (FA) serving in the customer’s role of Emergency Management Program Manager.

This position is contingent upon contract award, and will be located on site in Washington DC area or Germantown, MD.
As the Emergency Management Program Manager, here’s the work you’ll do:
  • Development and implementation of the Emergency Preparedness Management Program, ensuring the protective force is capable of responding effectively to a broad array of potential operational interruptions and/or emergencies.
  • Prepare training curriculum for delivery to all DOE employees, personnel and visitors.
  • Participate in the establishment of an EM Program for all DOE Headquarters facilities organizations and personnel within the National Capital Region and defines organizational roles and responsibilities within the program
  • Provide day-to-day administrative support to the DOE Federal Agent (FA) serving in the role of the Emergency Management Program Manager.
  • Provide updates as needed to Plan(s), procedures, and protocols and associated appendices/attachments that designate a series of emergency actions to be implemented in response to a variety of emergency conditions.
This role is for you if you have these skills:
  • Expert-level knowledge of emergency management at Federal facilities
  • Proficient in Microsoft Office Suite software to include Outlook, Power Point, Excel, Word, and Internet Explorer.
  • Ability to define training requirements and assist with the development of plans, policies, and procedures.
  • Expert-level knowledge of emergency planning, analysis and reporting, and emergency training curriculum development and instruction.
  • Excellent analytical, oral and written skills, as well as effective leadership skills.
And If You Have These Qualifications
  • Bachelor’s degree from an accredited university or college. Two (2) years of experience may be substituted for one year of post high school education
  • Six (6) years of relevant experience providing advice and assistance to management in the areas of personnel management, planning, analysis and reporting in a security related field.
  • Four (4) years of experience in emergency management at a federal facility, developing emergency management plans and training plans, and providing emergency management training.

  • DOE approved (or equivalent) Emergency Management Certification Current DOE Q access authorization or;
  • Current DOE Q access authorization or;
  • Meet eligibility requirements that support obtaining a DOE Q access authorization, including either:
  • A current DOE Q access authorization or equivalent current clearance, such as a Top Secret clearance; or
  • Eligibility for granting or reinstatement of DOE Q access authorization. This generally requires that the individual has been the subject of a federal background investigation that meets the scope and extent of a Single Scope Background Investigation and was conducted or updated by reinvestigation within the most recent five years.

In compliance with this state’s pay transparency laws, the hourly pay range for this role is $175,000- $225,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. (The specific programs and options available to an employee may vary depending on date of hire, schedule type, and the applicability of collective bargaining agreements).
