Job summary

Union County in North Carolina seeks an Assistant Director of Emergency Management to provide emergency management services, manage preparedness and response programs, and coordinate with public, private, and non‑profit entities.

The candidate will lead staff, oversee the EOC, develop agency plans, and ensure inter‑agency coordination. Seven years in EM with an Associate’s degree is required, with Master’s preferred and FEMA/NIMS credentials.

Qualifications

• Associate’s Degree and seven years of experience in emergency management or related field.
• Experience in leading and supervising staff, developing agency strategic plans and performance measures, budget preparation and developing policies, procedures, and ability to conduct After-Action Reports identifying issues, observations, lessons learned and recommended corrective actions.

Responsibilities

• Develops agency-level emergency preparedness and hazard-specific plans that support executive-level decision‑making, incident management and coordination, and inter‑agency coordination.
• Manages the updates and revisions of the County Emergency Operations Plan, the THIRA, and related hazard mitigation and radiological preparedness plans.
• Supervises the work of additional staff in Emergency Management and staff in the Emergency Operations Center.
• Serves as the Emergency Management Director in their absence and assists with day‑to‑day direction and coordination of the program.
• Builds and maintains relationships with local, state, federal public safety agencies, municipal, faith‑based, volunteer groups, and nonprofit organizations.
• Assists in directing emergency management operations during alerts or disasters and coordinates EOC activities.
• Assists in developing tabletop, functional and full‑scale exercises in accordance with HSEEP standards.
• Oversees performance measures, customer feedback initiatives, and COOP program; assists in annual budget development.
• May be required to respond to emergencies after hours, and travel for training and events.
• Oversee the agency’s technology needs, applications, and functionality in the EOC.
