Job summary

Polk County Emergency Operations Center is seeking a Program Manager for the Emergency Management Division. The role directs planning, training, and exercise activities, ensuring readiness of the EOC and administration of grants.

The position requires a bachelor’s degree in emergency management or related field, at least five years of management experience, and FEMA training completion. Residency in the Polk County area is expected with on-site work.

Qualifications

• Bachelor’s degree in Emergency Management, Public Administration, or related emergency management field.
• Five years of progressively responsible full-time employment in Emergency Management including supervision of employees.
• Completion of FEMA IC S100, S200, S300, S400, IS700 and IS800 training courses.
• Equivalent combinations of certifications and experience may be considered in lieu of the bachelor’s degree.
• Must possess a valid driver’s license and be able to secure a Florida Driver's license at time of employment.
• Must achieve FEPA FPEM certification within four years of hire.

Responsibilities

• Directs the Emergency Management Program and staff across planning, training, and exercise activities.
• Oversees readiness, technology systems, and EOC operations.
• Manages State and Federal grants including budgets, grant compliance, and financial reports.
• Acts as EOC Director during exercises and emergencies and may serve as acting Division Director.
• Coordinates with local, state, and federal agencies, utilities, and stakeholders.
