Job summary

IEM is seeking a Full Time Eligibility Manager to join our Disaster Recovery team in Puerto Rico. The role supports the Project Manager in daily operations and oversees the Non-Federal Match program.

Responsibilities include reviewing match payment applications, organizing documentation, preparing payment recommendations, and leading the Eligibility Analyst team. Travel may be required; office-based with the team in Guaynabo.

Qualifications

• Three years of project management or related experience.
• Bachelor's degree or higher from an accredited institution.
• Fluent verbal and written communication in English and Spanish.
• Experience in document management, auditing, compliance review, policy interpretation, team leadership, reporting and data systems.

Responsibilities

• Support the Project Manager in daily operations and responsibilities.
• Perform initial review of match payment documentation (FEMA PW's, Supporting Cost Documentation, CDBG-DR Eligibility, etc.).
• Organize and store documentation justifying match payments.
• Prepare recommendations of match payments.
• Lead and supervise the Eligibility Analyst team and coordinate meetings and trainings.
• Prepare and submit deliverables and monthly reports to PRDOH.

Job description

IEM is looking for a Full Time - Eligibility Manager to join our Disaster Recovery team. The Eligibility Manager supports the Project Manager in overseeing daily operations and managing the Non-Federal Match Program. Key responsibilities include reviewing match payment applications, organizing documentation, preparing payment recommendations, and ensuring compliance with CDBG-DR requirements. The role also involves leading the Eligibility Analyst team, coordinating meetings, trainings, and assisting with reporting and deliverables.

Primary Location:

• Live within a commutable distance to Guaynabo, PR.
• Work in an Office Environment with a team.

Travel Requirements

• This position may require travel to complete work assignments or attend meetings.
• Daily travel and other expenses are reimbursable in accordance with Federal Travel Regulations or DoD Regulations.

Essential Functions

• Support the Project Manager in daily operations and identified responsibilities.
• Perform initial review of Match Payment Application documentation including but not limited to FEMA PW's, Supporting Cost Documentation, FEMAREC, CDBG-DR Eligibility, Benefit Cost Analysis, Section 3, Labor Compliance and Davis Bacon, Procurement, and Closeout packages.
• Retrieve, organize, and store all documentation related to CDBG-DRN on- Federal Match programs necessary to justify match payment of costs utilizing CDBG-DR funds using all available tools and access to the Systems of Record implemented by the PRDOH, COR3, and FEMA.
• Prepare recommendations of match payments.
• Implement and conduct all required activities established by Project Manager's logistics and plans for the Non-Federal Match program.
• Provide direct support to Project Manager in coordinating, conducting, and documenting all necessary meetings, including outreach activities, trainings, and workshops.
• Provide all necessary support in the development, preparation, and submission of required deliverables to PRDOH, including monthly reports.
• Lead, coordinate, and supervise the Eligibility Analyst team tasks.

Minimum Qualifications

• Experience: Three (3) years of previous project management experience or related experience.
• Degree: Bachelor's degree or higher education from an accredited institution.
• Bilingual: Fluent verbal and written communication skills in English and Spanish.
• Demonstrated experience in the following, but not limited to, document management, auditing procedure development and implementation, compliance review procedures, policy interpretation and implementation, team leading in auditing and policy reviews, reporting techniques, and data system usage.
• Must be working locally within Puerto Rico.

Preferred Qualifications

• Experience in the management of FEMA PA projects.
