Electronics Technician Maintenance II–FRCNW ALQ-99 Tactical Jamming System (TJS) Location: NAS Whidbey Island, Oak Harbor, WA Clearance: Active DoD Secret clearance required Shift: Day or swing shift based on program need Strategic Technology Institute, Inc. is seeking Electronics Technician Maintenance II candidates to support U.S. Navy FRCNW ALQ-99 Tactical Jamming System (TJS) Intermediate-Level and Depot-Level maintenance at NAS Whidbey Island. This technician role applies basic and some advanced electronics knowledge to troubleshoot, repair, test, inspect, and document ALQ-99 TJS components and assemblies. Work is performed in a Government work center using Government-provided technical data, Navy maintenance procedures, ALQ-99/ECASS test processes, and local work-center requirements. Some ETM II billets are expected to support CDI-designated functions, and some are expected to support 2M Miniature/Microminiature repair functions after required qualification/certification.

Key Responsibilities:

• Perform routine to moderately complex troubleshooting, fault isolation, component replacement, wiring, testing, inspection, and maintenance actions on ALQ-99 TJS WRAs, SRAs, components, assemblies, pods, and associated support equipment.
• Interpret technical manuals, schematics, wiring diagrams, drawings, work instructions, maintenance requirement cards, work orders, and local procedures to plan work sequence and select appropriate tools and test instruments.
• Use common and specialized electronic test equipment such as digital multimeters, oscilloscopes, signal generators, semiconductor testers, curve tracers, and ALQ-99/ECASS-related test equipment.
• Support scheduled and unscheduled maintenance, conditional/special inspections, WRA/SRA inspection and repair, functional checks, Technical Directive compliance/modifications, preservation/de-preservation, and ready-for-issue production objectives.
• Perform basic corrosion prevention/treatment incidental to the maintenance action, such as cleaning, treating minor surface corrosion, and supporting minor cosmetic touch-up requirements as directed by technical data and local procedures.
• For CDI-designated billets, perform or support ALQ-99 TJS inspection functions after required designation and training.
• For 2M-designated billets, perform or support Miniature/Microminiature electronics repair after required training, qualification, certification, and requalification.
• Document maintenance actions in required logs, records, forms, work orders, and electronic systems; ensure entries are accurate, timely, and traceable to the work performed.
• Comply with CNAFINST 4790.2/NAMP, NAMPSOPs, Tool Control, FOD Prevention, HAZMAT, ESD/EMI, METCAL, IMRL, 2M, Support Equipment PMS, Technical Directive compliance, corrosion control, safety, and local work-center requirements.
• Interface with the Government-operated Tool Room to issue/receive tools and maintain accountability for tools issued to contractor personnel.
• Operate Category 3 crane and ALQ-99 test equipment if assigned and properly trained/certified.
• Support first-pass quality, post-functional test acceptance, final inspection readiness, and monthly ALQ-99 ready-for-issue production objectives.

Labor Category Description / SCA Alignment: This role applies basic and some advanced technical knowledge to solve routine electronics problems by interpreting manufacturers' manuals or similar documents. Work requires familiarity with circuit interrelationships and judgment in planning work sequence, selecting tools, and selecting testing instruments. Work is reviewed for compliance with accepted practices. The technician works under immediate supervision and receives technical guidance, as required, from a supervisor or higher-level technician.

Required Qualifications:

• Active DoD Secret clearance required.
• U.S. citizenship; ability to maintain Secret eligibility, obtain/maintain CAC, and meet NAS Whidbey Island base access requirements.
• Electronics maintenance, avionics, RF, electronic warfare, test equipment, depot/I-Level maintenance, or comparable technical experience.
• Ability to read technical manuals, schematics, wiring diagrams, diagrams, work instructions, and maintenance procedures and translate them into compliant maintenance actions.
• Ability to use common electronic test equipment such as digital multimeters, oscilloscopes, signal generators, semiconductor testers, curve tracers, or similar instruments.
• Ability to obtain and maintain site-required training and qualifications, including ALQ-99/ECASS test equipment training and CDI or 2M qualifications if assigned to those billets.
• Ability to complete or maintain required NAMP, NAVOSH, HAZCOM, CUI, PII, Active Shooter, Corrosion Control, Overhead Crane, and work-center training as directed.
• Ability to work assigned day or swing shift and support occasional weekend/holiday work if operationally required.

Preferred Qualifications:

• Prior ALQ-99, AN/ALQ-99, ECASS, Navy aviation maintenance, depot/I-Level avionics, RF, EA-18G/EA-6B, 2M, soldering, or CDI experience.
• Experience with OOMA, NALCOMIS, NALDA, NATEC, OIMA, AMPS, ASM, maintenance documentation, and CNAFINST 4790.2/NAMP program requirements.
• Prior experience working in a Government work center, FRC environment, naval aviation maintenance activity, or electronic warfare repair environment.

General Program Information:

Program: Support U.S. Navy Fleet Readiness Center Northwest (FRCNW) ALQ-99 Tactical Jamming System (TJS) production and maintenance at NAS Whidbey Island, Oak Harbor, WA. Scope: Intermediate-Level (I-Level) and Depot-Level (D-Level) off-aircraft maintenance support for ALQ-99 TJS pods, components, weapon-replaceable assemblies (WRAs), shop-replaceable assemblies (SRAs), and associated support equipment. Work includes scheduled and unscheduled maintenance, WRA/SRA inspection and repair, troubleshooting, functional testing, preservation/de-preservation, technical directive compliance/modifications, maintenance documentation, material support, and basic corrosion prevention/treatment incidental to the maintenance action. Work Center: Work is performed in a Government work center coordinated with FRCNW/COR-designated Government maintenance representatives. Contractor personnel may work alongside an I-Level military workforce. This is a new workload requirement with no incumbent contractor workforce.

Schedule:

Current expected maintenance shifts are day shift 0630-1500 and swing shift 1430-2300. Assigned shift depends on program need. A straight-time CONUS work week is generally 40 hours. Weekend/holiday work or shift changes may be required by operational commitment, with advance notice when practicable.

Security:

Active DoD Secret clearance is required for performance. Candidates must be U.S. citizens able to maintain Secret eligibility, obtain/maintain a Common Access Card (CAC), and meet NAS Whidbey Island base access requirements. Personnel must follow applicable Navy aviation maintenance procedures, CNAFINST 4790.2/NAMP requirements, NAMPSOP/local work-center procedures, Ground Operations Procedures, FOD prevention, tool control, HAZMAT, ESD/EMI, corrosion control, METCAL, IMRL, Support Equipment PMS, 2M, Technical Directive compliance, safety, records, and security requirements.

Travel:

No planned TDY, OCONUS, or shipboard travel is expected at this time; contingency travel may arise if future mission needs require it.
