Job summary

Systems Planning and Analysis, Inc. (SPA) seeks a Sr. EW Acquisition Analyst to support OSW portfolio management at the Pentagon in Arlington, VA.

The role requires deep operational, technical, and programmatic experience in Electronic Warfare and defense acquisitions. You will assist senior DoW/Service staffs, prepare memorandums and presentations for EXCOM, respond to Congressional inquiries, and coordinate with Services and Combatant Commands to inform decisions and ensure successful program

Qualifications

  • 12+ years of EW domain experience with focus on Airborne Electronic Attack.
  • 5+ years of experience in Defense Acquisitions.
  • Master's degree required.
  • Experience supporting senior DoW/Service staffs.
  • Active TS/SCI clearance.
  • Willingness for occasional travel (less than 10%).
  • Ability to work fully onsite as required by the client.

Responsibilities

  • Support OSW portfolio management for EW-related sustainment and modernization.
  • Apply extensive operational, technical, and programmatic experience on EW platforms.
  • Provide analytic support to the EW EXCOM and enterprise reviews.
  • Respond to Congressional inquiries with timely, accurate information.
  • Develop memorandums and presentations for senior leaders.
  • Coordinate across Services, Combatant Commands, and other OSW offices.

The Joint, Office of the Secretary of War, Interagency Division provides expert support services to a range of customers spanning across the Department of War, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

The Acquisition and Technology Analysis Group within JOID specializes in the application of multi-disciplinary analytic skills to support multiple clients within the Department of War(DoW). These clients include the Office of the UnderSecretary of Warfor Research and Engineering (OUSW(R&E)), Office of the UnderSecretary of Warfor Acquisition and Sustainment (OUSW(A&S)), DARPA, the Joint Staff, and USINDOPACOM. SPA provides critical decision support to enabling and executing a strategy of technological superiority and enabling the delivery and sustainment of secure, resilient, and preeminent capabilities to the warfighter quickly and cost effectively. Our team of experienced military, technical, and operations research analysts is skilled in evaluating military problems, identifying the driving factors, devising innovative approaches, collecting applicable data, developing necessary software tools, and performing thorough and timely assessments to inform technology and acquisition governance decisions to ensure U.S. military forces retain military superiority in the future.

We have a future need for a Sr. EW Acquisition Analyst to provide onsite support at the Pentagon in Arlington, VA.

Responsibilities

SPA is seeking an experienced Acquisition Program Analyst to support OSWportfolio management of the DoWElectronic Warfare-related sustainment and modernization efforts. Will apply extensive operational, technical, and programmatic experience dealing with the platforms and issues associated with Electronic Warfare. Assist senior government leaders by providing analytic support to the Electronic Warfare Executive Committee (EXCOM), conducting research into enterprise-level issues during Integrated Acquisition Portfolio Reviews, and responding to Congressional inquiries. Develop memorandums and presentations suitable for senior leaders discussions and decisions, and capture the key points of highly complex topics. Will also provide general action office support and coordinate across multiple stakeholders in the Services, Combatant Commands, and other OSWoffices.

Qualifications

Required:

  • 12+ years of relevant experience in the Electronic Warfare domain, with a preferred focus on Airborne Electronic Attack (surface/ground Electronic Attack and Electronic Support/SIGINT)
  • 5+ years of relevant experience working in Defense Acquisitions
  • Master's degree
  • Experience supporting senior DoW/Service staffs
  • Active TS/SCI clearance
  • Willingness for occasional travel (less than 10%)
  • Able to work fully onsite based on client needs

  • Previous SAP access
  • PMO/PEO experience
