Systems Planning and Analysis, Inc. (SPA) is seeking a Program Analyst for EMO/EW to provide onsite support in Norfolk, VA.

The role focuses on developing and delivering EMO/EW capability products in alignment with NATO governance and lifecycle management, engaging across DOTMLPFI domains and coordinating with ACT leadership. The candidate will work with NATO Agencies and international partners, organize workshops, and support program status tracking.

Qualifications

• Master’s degree in a related discipline or a Bachelor’s with 5+ years of relevant experience.
• 3+ years briefing senior leaders and/or decision-makers within the last 10 years.
• 5+ years in EMO/EW at Tactical or Joint level (military or civilian).
• 2+ years Program/Project Management in a complex environment with defense context.
• Active NATO or National Secret clearance.

Responsibilities

• Support development and delivery of EMO/EW capability products per NATO governance.

The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

SPAs NATO Allied Command Transformation Group within JOID provides capability development, portfolio management, program management, quality management, cost estimation analysis, standardization, reporting, software solutions and information management, and capability management support. We also provide an improved capability requirements capture process, including the generation, documentation and tracing of user requirements, with appropriate technical scrutiny, over the entire lifecycle of the requirements from capability definition through capability realization and capability usage.

We have a near-term need for a Program Analyst for EMO/EW to provide onsite support out of Norfolk, VA.

Responsibilities

The candidate will support the development and delivery of Electromagnetic Operations and Electromagnetic Warfare (EMO/EW) capability products in accordance with NATO’s governance model for common-funded capabilities. Working across the Doctrine, Organization, Training, Materiel, Leadership, Personnel, Facilities, and Interoperability (DOTMLPFI) lines of development, the candidate will support a through-life-cycle approach to capability development under the guidance of the ACT Joint Effects (JE) Capabilities Program Director/Section Head, EMO/EW Project Coordinator, and JE Integrator/Architect. The position will support program management activities and engagement with EMO/EW and Joint & Multi-Domain Effects stakeholders at all levels, from strategic to tactical. S upport the elicitation, capture, development, analysis, evaluation, and traceability of higher- and lower-level capability requirements, including capability targets, operational requirements, system specifications, and interoperability requirements across DOTMLPFI. Responsibilities will also include supporting the development, analysis, and review of EMO/EW-related policies, doctrines, directives, concepts of operation and employment, courses of action, and alternatives. Coordinate DOTMLPFI development and implementation, support the development of recommended courses of action to resolve capability development issues throughout the capability lifecycle, and maintain EMO/EW program status information within ACT’s electronic warfare development information-sharing and coordination environment. C ollaborate with NATO Agencies and national and international military and civilian organizations, including Centres of Excellence and academia, to support EMO/EW capability development and validation. Organize and participate in workshops, seminars, conferences, and meetings; identify lessons and best practices; and contribute to organizational learning and continuous improvement. Provide ongoing support to the ACT JE Capabilities Program Director and EMO/EW Project Coordinator and may be required to travel to meetings and conferences within and outside NATO boundaries for up to40 days per year.

Qualifications

Required:

• Master’s degree in Engineering, Information Systems, Computer Science, Project Management, Business Administration, or a related discipline; a Bachelor’s degree and 5+ years of relevant professional experience may be substituted.
• 3+ years of experience within the last 10 briefing senior leaders and/or decision-makers.
• 5+ years of operational knowledge within the last 12 years in Electromagnetic Operations/Electromagnetic Warfare (EMO/EW) at the Tactical or Joint level, either as a military officer or civilian; r elevant experience may include Joint Interface Control Officer (JICO), multi-interface Tactical Data Links, Navigation Warfare (NAVWAR), Precision Navigation and Timing (PNT), and Battlespace Spectrum Management (BSM).
• 2+ years of Program/Project Management experience within the last 10 years in a complex and dynamic environment, with a focus on military capability development.
• 2+ years of experience within the last 10 working within a multinational organization, such as the European Defence Agency, or within the NATO Command Structure (NCS) or NATO Force Structure (NFS).
• Demonstrated familiarity with the role of NATO Agencies in system development.
• Able to work fully onsite based on client needs.
• Active NATO or National Secret clearance.
