The Junior E&I Technician provides electrical and instrumentation support to Plains assets through the installation, calibration, maintenance, and repair of designated equipment and systems. They are responsible for performing scheduled and non-scheduled work tasks in the field at tank farms, pump stations, facilities, Control Centers, and office locations. They may receive guidance from certified tradespeople such as Electricians, Heavy Duty Mechanics, Instrumentation Specialists, Insulation Specialists, Machinists, Millwrights, Steamfitters, Tinsmiths, and Welders, and may work under some direct supervision.

This is a field-based role with frequent work in open environments with extremes of heat and cold, often near high voltage and/or chemicals, requiring safety accommodations such as protective clothing and equipment. This role is subject to callouts for work related to Plains field operations and emergency response.

Job Responsibilities

  • Execute tasks with guidance; work independently on routine maintenance and projects.
  • Schedule and perform inspections and maintenance of electrical equipment at substations, pump stations, valve & manifold sites, etc.
  • Maintain equipment records via the maintenance control system, create service requests, source parts, complete work orders.
  • Perform preventative maintenance on DC and AC motors, batteries, rectifiers, inverters, referencing vendor manuals and guidelines; troubleshoot abnormal conditions.
  • Perform lockouts and isolations on facilities.
  • Test and ensure correct operation of transmitters, safety devices, switchgear, motors, valve actuators, and tank gauging equipment.
  • Test and maintain low voltage distribution panels.
  • Perform electrical or SCADA system repairs as needed.
  • Install SCADA equipment, DCS, HMI, PLCs, and electronic metering devices.
  • Install conduit and wiring according to drawings.
  • Inspect and repair AC/DC equipment, including emergency power devices.
  • Assist senior personnel with line location and operational functions.
  • Participate in construction, turnaround planning, commissioning, and other projects.
  • Maintain stations, terminals, pipelines, and related equipment.
  • Complete regulatory paperwork for electrical and instrumentation equipment.
  • Respond to breakdowns and emergencies.
  • Manage minor purchases and inventory.
  • Follow safety, regulatory, and operational policies; report hazards and near misses.

Knowledge, Skills, And Experience

  • High school diploma or equivalent; technical degree, apprenticeship, or 2 years field experience preferred.
  • Ability to read and write English; perform basic math.
  • Strong communication and teamwork skills.
  • Ability to read electrical drawings, maps, schematics, manuals; perform load studies and calculations.
  • Knowledge of electrical codes, safety, and regulations.
  • Familiarity with electrical theory, wiring, conduit installation, HVAC, instrumentation.
  • Experience with high voltage systems, substations, switchgear, protective devices.
  • Proficient in troubleshooting industrial electrical systems, motor starters, transmitters, relays, and controls.
  • Knowledge of PLCs, flow computers, UPS, batteries.
  • Adherence to safe work practices and procedures.
  • Understanding of pipeline operations and controls.
  • Basic computer skills: MS Office.
  • Knowledge of PHMSA and OSHA regulations.
  • Outstanding safety record.
  • Ability to complete Haz-Mat, DOT qualifications, and safety training.
  • Ability to work outdoors in demanding conditions.
  • Legally authorized to work in the country.

  • Valid driver’s license with a clean abstract.
  • Background checks and reference checks.
  • Compliance with drug and alcohol policies.
