Progress Rail, A Caterpillar Company, Belton, MO, seeks an Environmental, Health and Safety Specialist to maintain compliance with federal, state and local regulations. The role supports facility health and safety programs, conducts audits and training, and assists with incident investigations.

The position emphasizes data entry into safety systems, incident reporting, and collaboration with EHS, Plant and HR leaders. A BS in EHS or related field plus manufacturing experience are preferred.

Qualifications

BS degree in Environmental, Occupational Health and Safety or related field.
3-5 years of experience in a manufacturing environment.
Solid understanding of environmental practices and Federal/State safety rules.
Certified in General Industry 30-hour class.
First Aid/CPR/AED certification; valid driver’s license.

Responsibilities

Inspects/evaluates environment, equipment and processes for compliance with regulations.
Delivers safety and health training; provides PPE and motivates safe behavior.
Enters data into safety systems; conducts audits to identify hazards and non‑compliance.
Assists with incident reporting and root cause corrections with EHS Manager.
Handles regulatory inspections and prepares required reports (EPA, OSHA).
Performs monitoring and testing for permit requirements.
Assists with monthly, quarterly and annual reporting for programs.
Administers first aid for minor injuries and liaises with management.

Responsible for maintaining compliance with all state, federal and local governmental EHS regulations, including writing programs, record keeping, reports, inspections, audits, permits, monitoring, and testing, training and medical surveillance per guidelines. Provides administrative support and coordination of health and safety efforts for the facility.

Key Job Elements

Duties and responsibilities

Inspects/evaluates environment, equipment and processes to ensure compliance with federal/state/local safety/environment regulations;
Conducts New Hire Orientation; delivers safety and health training programs and maintains and distributes PPE to employees when applicable; engages employees to make sure they are working safely; stops/corrects any unsafe behavior or conditions found;
Enters data into Safety systems; conducts audits to identify unsafe conditions, non‑compliance and hazardous conditions; tracks, logs and follows up on safety observations;
Conducts incident accident reporting and investigations and/or assists with the development of root cause corrections in those facilities with an EHS Manager;
Handles regulatory inspections/visits, such as KYOSHA and/or HYDEP; completes reports for submission to EPA, OSHA or other regulatory agencies as required;
Performs monitoring and testing for permit requirements;
Assists in the sampling of different media, collecting water level data, storm water sampling during precipitation events; collects, labels, packages and ships samples to off‑site lab;
Handles facility alarm and sprinkler systems and other emergency response systems as applicable;
Assists with preparation of monthly, quarterly and annual reporting requirements for assigned programs;
Administers first aid for minor injuries as needed and refers more serious injuries for medical care and informs company of any injuries that occur at the facility;
Collaborates with Facility Management as needed and completes other job‑related duties as assigned by EHS Manager, Plant Manager, HR Manager and Regional EHS Manager, as applicable.

Education / Training

BS Degree in Environmental, Occupational Health and Safety or related field;
3-5 years of experience in a manufacturing environment;
Solid understanding of environmental practices and Federal/State safety rules and regulations and regulatory requirements;
Possess or able to obtain certification in General Industry 30‑hour class;
First Aid/CPR/AED Certification;
Valid driver’s license;
Demonstrated ability to work effectively at all levels, including company management, staff, contractors, vendors, and site personnel;
Ability to communicate effectively (verbal and written) with a wide variety of audiences;
Experience with Office Suite (MS Word, Excel, PowerPoint, Outlook);
Ability to adapt to frequent changes in workload and priority as circumstances dictate;
Must be able to meet requirements of pre‑employment, post‑offer drug test and fitness for duty medical review and exam;
Must be able to pass a background check which reviews any and all felonies and misdemeanors in the past 7 years.

Preferred Skills

Experience with SAFE START or similar safety program.

Essential And Physical Activities Functions

Strength – Position typically involves work in a standard office environment. Occasional standing and walking. Heavy lifting is rare, but may be required;
Motion – Position regularly requires standard repetitive motions and hand/eye coordination associated with office communications. May require bending, lifting, standing, walking, etc. in cases where Safety investigations require them;
Vision/Hearing Requirements – Constant verbal communications, including both talking and hearing;
Work Environment – Position is Safety Sensitive and will require the use of Personal Protective Equipment. Position may involve work in a non-temperature controlled facility. Position will require visits to industrial environment, including potential for noise (85+ decibels), cold/heat (0-100 degrees F), exposure to hazardous materials, heavy equipment, high levels of dust, and other hazardous working conditions. May be required to remain for long periods of time in hazardous work environments to investigate and mitigate accidents/incidents;
Emotional Demands – Requires significant interpersonal skills while bearing a high standard for compliance. Ability to adapt to frequent changes in workload and priority as circumstances dictate;
Safety – Position is Safety Sensitive and will require the use of Personal Protective Equipment.
