This position is not part of the classified personnel system, applications will be accepted from Residents and Non-Residents of Colorado.

Incumbent will be required to complete work for CDE within Colorado.

This is a part time, 40% role

The Colorado Department of Education (CDE) provides leadership, resources, support, and accountability to the state's 178 school districts, 1,888 schools, over 53,000 teachers, and over 3,200 administrators to help them build capacity to meet the needs of the state's approximately 905,000 public school students. In addition, CDE provides structural and administrative support to the Colorado School for the Deaf and the Blind and the Charter School Institute.

As the administrative arm of theState Board of Education, CDE is responsible for implementing state and federal education laws, disbursing state and federal funds, holding schools and districts accountable for performance, licensing all educators, and providing public transparency of performance and financial data.

A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While most salary offers are made within the posted range, occasionally an offer is made below or above the posted range based upon this salary analysis.

Work Environment: This position is Part-time, (40%) is Regional Remote with travel to site locations

  • Office hours are typically Mon-Fri, 8 am-5 pm
  • Extended hours during the evening or the weekend may be required by business needs
  • Up to 10-40% Travel monthly required within Colorado for Meetings/Training
  • A Remote (Home) office is required
  • Required to report to the work location per business needs

  • MEDIUM/Office-Work Site Environment:
    • Required to sit, view a computer screen, and utilize a keyboard and mouse for extended periods of time
    • May be required to exert up to 10 lbs. of force constantly, and/or up to 20 lbs. of force frequently, and/or up to 50 lbs. of force occasionally to move objects (If lifting boxes, documents, mail, or packages of 10 lbs or more)
    • Required lifting, bending, stooping, pushing, walking, squatting, climbing, etc.
    • May Require exposure to inclement weather, extreme temperatures, high elevations, noise, etc.
    • DL Required: Required to safely operate a motor vehicle (OR State of Colorado Fleet motor vehicle/Colorado DL required) to complete travel requirements. (For positions with extensive travel that cannot be completed by public transportation or Lift/Uber-- this is a terminable condition of employment)
Position Summary

The Educator Effectiveness Regional Specialist serves as a resource and coach to school districts and boards of cooperative services (BOCES) in their identified region by providing information, professional learning and development opportunities, along with differentiated implementation support and technical assistance for implementation and enhancement of their local educator effectiveness and educator evaluation systems.

The final salary is anticipated to fall within the posted salary range, however could be higher or lower depending on the knowledge, skills, abilities, and other qualifications of the preferred candidate while considering internal equity.

Major Duties and Responsibilities
  • A. Provide support to school, district and BOCES leadership, with a specific focus on principal managers/supervisors, in the development of their local educator evaluation systems (state model and/or locally created model systems); present at small and large group meetings, conferences and professional learning events; and facilitate professional development and conversations to assist districts/BOCES in developing and implementing high quality educator evaluation systems that create opportunity for educator growth and student growth.
  • B. Determine the types and levels of services and supports needed by the districts/BOCES in the region through regular communication with local contacts, personal visits, attendance at regional meetings, and other means to ascertain current status and anticipated future needs.
  • Use inquiry-based approaches to meet the changing needs of the region's districts/BOCES, and develop, implement, and document extra capacity building plans as warranted based on identified needs that include monitoring support and adapting available services/supports.
  • C. Collaborate with the educator effectiveness team in the ongoing development and support of evaluation systems as defined by state statute and State Board rule, including the State Model Evaluation System and online support tools (i.e., the Colorado Performance Management System [COPMS] in RANDA), to facilitate educator growth and increase outcomes for students.
  • Identify and bring forward examples of quality evaluation strategies related to professional practices, student growth measures/outcomes, assessment literacy, effective observation practices, meaningful feedback, and connecting educator development to the evaluation process for continuous improvement of the educator effectiveness system.
  • Collaborate in the development and facilitation of CDE educator effectiveness trainings and professional learning sessions on all aspects of educator effectiveness and evaluations in Colorado, including and not limited to the State Model Evaluation System (rubrics, Colorado Performance Management System/RANDA, and measures of student learning/outcomes), educator evaluator training (E-Train), and engaging local stakeholders through Advisory Personnel Performance Evaluation Council (also known as 1338 Councils).
  • D. Provide consistent and responsive communication with regional local contacts and others on behalf of the Educator Effectiveness Office, and ensure all communication is aligned with team talking points as well as Unit and department communications standards.
  • Understand the state educational landscape and maintain a political frame in all communication and interactions related to the development and communication of educator evaluation requirements.
  • Assist in the content development and upkeep of the educator effectiveness web content, guidance documents and other resources based on continuous improvement of the educator effectiveness work at the state and district/BOCES level.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

BA or higher degree in education or related field

QUALIFICATIONS AND CONDITIONS

Qualifications for Success in the Position:

Minimum Required Qualifications:

  • 7 years K-12 education experience
  • Demonstrated knowledge of the Colorado Educator Effectiveness system
  • Experience in educator coaching, observation/feedback, and evaluation, with deep knowledge of coaching and inquiry-based collaboration models
  • Outstanding presentation and facilitation skills, with demonstrated ability to design and deliver quality professional learning for administrators and teachers
  • Experience working in small to medium size school districts and/or BOCES, suburban and/or rural setting
  • Demonstrated ability to be a self-starter with demonstrated follow through
  • Ability to be flexible in thinking
  • Effective communication, collaboration, and interpersonal skills
  • Demonstrated ability to communicate in a professional manner both verbally and in writing

Preferred Qualifications:

  • Experience in leading/managing implementation of educator evaluations and evaluation systems in school district and/or BOCES setting
  • Experience using the Colorado Performance Management System (COPMS) in RANDA
  • Experience in large scale systems management, including change management
  • Colorado Educator or Principal/Administrator credential
