Job description

Join the Department of Public Instruction's Office of Educational Opportunity & Support, where we work to enhance student achievement by providing leadership and technical assistance to schools and districts. Educational Opportunity and Support Manager plays a key role in overseeing statewide implementation of the 21st Century Community Learning Centers grant program, known as Title IV-B. This role ensures high-quality expanded learning opportunities for students and families, supports local subgrantees, maintains compliance with federal and state requirements, and advances the state's vision for effective out-of-school time programming. The Educational Opportunity and Support Manager works closely with school districts, community partners, and other state-level education initiatives. This position requires strong leadership, analytical, and program management skills. The ideal candidate will excel in program oversight, compliance monitoring, and cross-agency collaboration.

Key Responsibilities
  • Oversee the administration of the state's Title IV, Part B programs, ensuring compliance with regulations and effective implementation at the state and district levels to facilitate high-quality out-of-school time programming.
  • Lead the development and execution of program strategies while collaborating with internal and external stakeholders to enhance program impact.
  • Lead statewide strategies that strengthen program quality, student engagement, academic support, youth development, and family involvement.
  • Work with a state evaluator to analyze program performance and evaluate data to support continuous improvement and outcomes reporting.
  • Review, analyze, and interpret federal Title IV, Part B program regulations and policies.
  • Develop written guidance and deliver technical assistance to school and district leaders on topics such as best practices, fiscal management, goals and objectives, and research.
  • Provide on-site and desk monitoring of federal regulations, effectiveness of activities and use of funds for activities and requirements.
  • Deliver oral presentations at statewide meetings/workshops and attend national USED meetings to report information back to state personnel.
  • Engage with federal program officers and/or technical assistance centers.
  • Oversee efficient, timely, and clean data entry into federal and state databases.
  • Carry out other federal and state program initiatives as directed by the State Superintendent and legislative action
To Be Considered You Must Have
  • Master's degree in a field related to the position and three years of professional-level work experience in an educational setting. Or
  • Bachelor's degree in a field related to the position and five years of professional-level work experience in an educational setting.
Preferred Qualifications
  • Knowledge of federal and state education laws, policies, and programs.
  • Experience working with state and federal programs, specifically those dealing with education initiatives.
  • Knowledge of evidence-based practices in youth development, expanded learning, family engagement, and college and career readiness.
  • Demonstrated ability to manage multiple complex projects and meet deadlines.
  • Strong analytical skills, attention to detail, and proficiency in data management.
  • Excellent written and verbal communication skills.
  • Ability to collaborate effectively with internal teams and external partners, including school administrators, educators, and other agency/state officials.
Compensation & Location

Hiring Range: $80,000-$90,000/annually depending on experience, plus full state benefit package

Location: Onsite at the State Capitol in Bismarck, ND. This position may be eligible to work remotely up to two days a week upon successful completion of the probationary period.
