ECONOMIC INCLUSION PROGRAM MANAGER-NORTHEAST REGION

POSITION OVERVIEW
The Economic Inclusion Manager will support the development and delivery of workforce development and contractor development initiatives in Emerald Cities Northeast office. This includes providing program management and process support for the E-Contractor Academy program, a small business accelerator focused on increasing access to opportunities in the green construction industry for women and people of color. In addition to leading and promoting our economic inclusion work, the Economic Inclusion Manager will provide ongoing technical assistance support to small business owners as they look to grow their businesses. This position will report to the Northeast Regional Director.

Job Type: Full-Time, Exempt

Salary: $70,000 to $85,000

Job Duties/Responsibilities

RESPONSIBILITIES

• Program Development and Management:
  • Provide organizational leadership in managing E-Contractor Academy (ECA) implementation in the Northeast Region, including program design, recruitment, and training.
  • Establish strategies for managing partnerships with local organizations such as nonprofit community-based organizations, community development institutions, financial institutions, higher education institutions, labor organizations, and government agencies.
  • Serve as the primary point of contact and liaison for contractor development program participants.
  • Support the development of new program offerings that enhance ECC’s existing program delivery.
  • Monitor progress and report on program metrics including conducting key administrative processes related to grant management.
• Capacity Building and Leadership Development:
  • Support small business owners with capacity building by increasing MWBE business owners’ knowledge and confidence in key areas for business success (e.g., strategic focus, people, operations, marketing, and finance).
  • Provide ongoing coaching, mentoring and technical assistance support for program graduates interested in growing their business in the green construction industry.
  • Identify and share events and key opportunities that will support business owners’ journey to success through regular communications with contractors.
• Outreach, Collaboration and Alliances:
  • Work collaboratively with Emerald Cities staff across regions to share best practices and promote cross-program learning and exposure.
  • Strengthen and provide information and support for local tables, coalitions, networks. This includes organizing and participating in regular meetings and formulating allied movement building actions.
  • Support the region's strategic communication goals, including conference attendance, presentations, blogging, etc.
• Local, State, and Federal Workforce and Economic Policy Development:
  • Collaborate with strategic partners to monitor, educate, and inform local, state, and federal policymakers and program implementers on equitable climate, workforce, and economic development programs and policy.

Qualifications

MINIMUM QUALIFICATIONS

• B.A. / B.S. degree preferred, or A.A. degree with additional relevant work experience.
• 4 years of relevant professional experience with at least two years of experience in education & training programs, workforce development, or small business development.
• Advanced or expert proficiency in Microsoft Office and Google Workspace.
• Valid Massachusetts’s driver’s license and access to reliable transportation for in-state travel for conferences and site visits are required.

DESIRED KNOWLEDGE, SKILLS, & EXPERIENCES

• Previous experience in one or more of the following areas: program coordination and/or management, building construction industry, energy efficiency industry, and/or renewable energy industry.
• Strong program management skills with the ability to organize, prioritize, and manage multiple tasks simultaneously with attention to detail.
• Demonstrate critical thinking skills to anticipate program needs, make data-informed decisions, measure project impact, and inform strategy.
• Exceptional oral, written, and interpersonal communication skills to work effectively with diverse stakeholders.
• Ability to engage meaningfully in establishing and facilitating strong partnerships.
• Experience with using office software and tools (e.g., Salesforce, Asana, Zoom).
• Ability to work independently and collaboratively to meet deadlines, be resourceful, and manage complex projects.
• Strong commitment to advancing racial, economic, and climate justice.
• Proficiency in a foreign language such as Spanish or Portuguese is preferred, but not required.

WORK ENVIRONMENT

ECC currently offers a primarily teleworking environment. We encourage employees to be located locally so we can support local travel to program sites or with program partners. Occasional in office time may be required. Standard office environment with fluorescent lighting, computers, standard office equipment, and air conditioning. Moderate noise level with a shared workstation. Work involved is both indoor in a professional office setting and outdoors at community events. We will consider remote candidates where such arrangement is compatible with our operational needs.
