Job TitleEconomic Development ManagerPay Rate Min to Mid Range$79,788.00 - $97,734.00Time TypeFull timeSummaryUnder general direction, manages and oversees the operational implementation of assigned economic development programs and initiatives that support business attraction, retention, workforce development, and economic growth in Bexar County.DescriptionDuties and Responsibilities:Manages and oversees the operational implementation of assigned economic development programs, projects, and initiatives that support business attraction, retention, and expansion effortsCoordinates the operational delivery and tracking of economic development incentive programs including Tax Abatement, Skills Development, Innovation, and related incentive initiativesSupports the development and implementation of economic development agreements and assists in monitoring compliance to ensure compliance with County policies and performance requirementsServes as the department’s staff liaison supporting the County’s participation with the Committee of Six, including coordination of meetings, communications, and monitoring regional workforce development activities involving Workforce Solutions AlamoResearches and analyzes economic trends, workforce needs, and industry data to support program implementation and leadership decision-makingReviews economic development proposals and supporting documentation including technical, legal, and financial materials to assist in evaluating projects and incentive requestsCoordinates with internal departments, municipalities, regional economic development organizations, workforce partners, and industry representatives to support economic development projects and initiativesMonitors compliance with economic development agreements and incentive programs and assists with resolving deficiencies or performance issues when necessaryAssists with developing outreach materials, presentations, and communications that promote Bexar County’s economic development programs and initiativesPrepares operational reports, analyses, and briefing materials for Commissioners Court, County leadership, and other stakeholders regarding program performance and project activityTracks legislative and policy developments impacting economic development and workforce initiatives and assists with research or coordination as neededPerforms other duties as assignedMinimum Qualifications:Graduation from an accredited college or university with a Bachelor’s Degree in Public Administration, Economics, Business Administration, Urban Planning, or a related field, and four (4) years of progressively responsible experience in economic development, program management, public administration, or a related field; or an equivalent combination of education and experienceKnowledge of local government operations and economic development practicesKnowledge of economic development incentive tools, workforce development systems, and regional economic development organizationsSkill in managing projects and coordinating multiple initiatives simultaneouslySkill in analyzing technical, legal, and financial documents related to economic development programsSkill in communicating effectively both verbally and in writingAbility to establish and maintain effective working relationships with Commissioners Court, elected officials, department leadership, partner organizations, and the general publicAbility to present information clearly and professionallyExperience presenting and leading meetings with “C-Suite” professionalsDemonstrates technological proficiency and ability to utilize standard office and data systemsMust secure and maintain a favorable background investigation and clearanceMust clear a pre-employment physical and pre-employment drug screen testMay be required to work more than 40 hours during the workweekMay occasionally be required to work evenings or weekendsWorking With Bexar CountyBexar County offers employees a competitive salary, retirement, and benefits.
