Qualifications

  • Analyst I: Bachelor’s degree in business administration, human resources management, accounting, public administration, economics, or related field; relevant paraprofessional experience may substitute education up to two years.
  • Analyst II: Bachelor’s degree in related field; 3 years of professional administrative/budget/human resources experience; or 1 year at Analyst I.

Responsibilities

  • Coordinate and perform professional-level administrative and programmatic work in areas such as budget development, financial administration, reporting, grants, purchasing, contract administration, management analysis, public information, and program evaluation.
  • Conduct analytical and operational studies; evaluate alternatives, make recommendations, and support implementation of changes; prepare technical records and reports.
  • Write and develop staff reports, presentations, and board items; plan and coordinate board items; prepare agenda reports and commissions/committee packets.
  • Represent department in interdepartmental, community, and professional meetings; coordinate with County staff on administrative analyses and planning issues.
  • Coordinate department and County projects with other government agencies, civic organizations, professionals, consultants, and committees.
  • Develop and standardize procedures to improve operations and service delivery; maximize funding and minimize costs; monitor workload and support systems; identify improvement opportunities.
  • Perform duties in grant management including solicitation, writing, submittal, and administration.

DEPARTMENT OF PLANNING & BUILDING

The County of El Dorado, Department of Planning & Building is split into providing two services; Building and Planning Services. Building services is responsible for permit processing, scheduling and conducting inspections, parcel data, and building codes and policies. Planning Services is responsible for accuracy and upholding building codes and regulations for land use and development, personal and commercial cannabis guidelines and regulations, update of zoning ordinances as well as has a Planning Commission that is the Board of Supervisor’s advisor on land use planning.

THE OPPORTUNITY

Use your analytical skills to support economic development initiatives in El Dorado County. In this role, you will coordinate activities across departments, conduct analytical and operational studies, and prepare reports that support program and policy improvements. You will perform professional-level administrative and programmatic work involving budget development, financial administration, grants, contract administration, and program evaluation. The position also involves developing procedures to enhance operational effectiveness and representing the department in interdepartmental, community, and professional settings.

The selected candidate will have the opportunity to:

  • Coordinate and perform professional-level administrative and programmatic work in such areas as budget development, financial administration and reporting, grants, purchasing, database management, contract administration, management analysis, public information, and program evaluation.
  • Conduct a variety of analytical and operational studies regarding departmental and programmatic activities; evaluate alternatives, make recommendations, and assist with the implementation of procedural, administrative, and/or operational changes after approval; prepare comprehensive technical records and reports.
  • Write and develop staff reports, presentations, and board items; plan, schedule, and coordinate board items for the department; and prepare and submit Board of Supervisors agenda reports and various other commission, committee, and staff reports, resolutions, ordinances, and correspondence regarding assigned activities.
  • Represent assigned department in interdepartmental, community, and/or professional meetings; confer with and coordinate with other County staff on a wide variety of administrative analyses and planning issues.
  • Coordinate department and County projects and programs with other government agencies, civic and community organizations, professionals, consultants, committees, and others as appropriate.
  • Develop and standardize procedures and methods to improve and continuously monitor the efficiency and effectiveness of operations, programs, and service delivery methods and procedures in order to maximize funding and minimize costs; assess and monitor workload and administrative and support systems; identify opportunities for improvement and develop related recommendations.
  • Perform a variety of duties in the formation and implementation of grant management, which includes the solicitation of grants, writing grants, submittal of the grant application, and grant administration activities.

The ideal candidate for the Economic Development Administrative Analyst position will have experience collaborating with government officials, local leaders, business owners, and community members to identify opportunities for economic growth and long‑term sustainability. They will be skilled in grant work, including application development, program management, reporting, and ensuring compliance and accurate documentation. They will also be proficient in developing data‑driven economic and incentive programs that support targeted businesses and generate measurable outcomes.

This candidate will be comfortable representing the department in meetings, preparing and presenting clear and concise information to diverse audiences, and creating materials such as reports, presentations, and committee packets that support economic development efforts. They will demonstrate strong analytical abilities by researching and interpreting economic, market, and business trend data to inform recommendations, guide program improvements, and respond effectively to business inquiries.

They will bring an understanding of the unique needs and challenges of a rural county, including the importance of supporting tourism, recreation, and destination‑driven economic opportunities. The ideal candidate will also demonstrate strong political acumen, navigating sensitive issues, balancing diverse stakeholder interests, and fostering positive working relationships that advance the county’s economic development goals.

Human Resources will assess your application to determine if you are minimally qualified using the following recommendations:

Analyst I: Equivalent to a bachelor’s degree from an accredited four‑year college or university with major coursework in business administration, human resources management, accounting, public administration, economics, or a closely related field. Paraprofessional administrative experience, comparable to the County’s classes of Administrative Technician, Fiscal Technician, Human Resources Technician, or an equivalent class that would provide the knowledge and abilities listed may be substituted for the required education on a year‑for‑year basis up to a maximum of two (2) years;

OR One (1) year of professional experience performing administrative, budget, human resources, or administrative management functions, preferably in a public agency.

Analyst II: Equivalent to a bachelor’s degree from an accredited four‑year college or university with major coursework in business administration, human resources management, accounting, public administration, or a closely related field; AND three (3) years of professional experience performing administrative, budget, human resources, or administrative management functions, preferably in a public agency; OR One year (1) year of experience at a level equivalent to County’s class of Administrative Analyst I.

Licenses and Certificates: Possession of, or ability to obtain and maintain, a valid California or Nevada Driver’s License and a satisfactory driving record.

RECRUITMENT PROCESS

The Human Resources Department will screen all applications to identify qualified candidates. After screening, qualified candidates will be referred to the next step and notified of all further procedures applicable to their status in the recruitment process.

Best Qualified Evaluation: A best qualified evaluation will be utilized to determine an applicant's ability to continue in the recruitment process. Based upon the information in the responses to supplemental questions, the applicant's education, training and experience will be evaluated using a pre‑determined formula. The subject matter experts are not granted access to the candidate's application; therefore, responses to the supplemental questions should be thorough, detailed, and complete.

Written Examination (Remote Administration):

A written exam will then be utilized to determine an applicant's eligibility to continue in the recruitment process, and ranking for referral to the current vacancy. The examination has been tentatively scheduled for the week of October 12, 2026. If it is determined that you meet the minimum qualifications, are included in the best qualified pool, and are therefore eligible to participate, you will be notified by email at least one week prior to the examination. If you have taken this examination from greater than six (6) months but within twelve (12) months prior to the scheduled date of the examination, you may elect to transfer that examination score or sit for the examination again; you must contact Human Resources prior to the scheduled exam date to request that your previous score be transferred. A transferred examination score does not guarantee passing the current examination administration. Examination pass points are set in accordance with the EEOC Uniform Employee Selection Guidelines.

ADDITIONAL INFORMATION

This recruitment will establish a list to fill current and future full‑time, part‑time, limited‑term, and extra help Economic Development (Administrative) Analyst I/II vacancies in the Economic Development program within the Planning and Building Department for at least three (3) months.

We currently have one (1) full‑time vacancy located in Placerville, CA.

Prior to conditional job offer, candidates in law enforcement departments will undergo a thorough background investigation.
