County of El Dorado is seeking an Administrative Analyst I/II to support economic development and planning initiatives. The role involves budget development, financial administration, grants, contract management, and program evaluation across departments.

The County of El Dorado Department of Planning & Building is split into providing two services; Building and Planning Services. Building services is responsible for permit processing, scheduling and conducting inspections, parcel data, and building codes and policies. Planning Services is responsible for accuracy and upholding building codes and regulations for land use and development, personal and commercial cannabis guidelines and regulations, update of zoning ordinances as well as has a Planning Commission that is the Board of Supervisor’s advisor on land use planning.

The ideal candidate for the Economic Development Administrative Analyst position will have experience collaborating with government officials, local leaders, business owners, and community members to identify opportunities for economic growth and long‑term sustainability. They will be skilled in grant work, including application development, program management, reporting, and ensuring compliance and accurate documentation. They will also be proficient in developing data‑driven economic and incentive programs that support targeted businesses and generate measurable outcomes.
This candidate will be comfortable representing the department in meetings, preparing and presenting clear and concise information to diverse audiences, and creating materials such as reports, presentations, and committee packets that support economic development efforts. They will demonstrate strong analytical abilities by researching and interpreting economic, market, and business trend data to inform recommendations, guide program improvements, and respond effectively to business inquiries.
They will bring an understanding of the unique needs and challenges of a rural county, including the importance of supporting tourism, recreation, and destination‑driven economic opportunities. The ideal candidate will also demonstrate strong political acumen, navigating sensitive issues, balancing diverse stakeholder interests, and fostering positive working relationships that advance the county’s economic development goals.
Human Resources will assess your application to determine if you are minimally qualified using the following recommendations:
Analyst I: Equivalent to a bachelor’s degree from an accredited four‑year college or university with major coursework in business administration, human resources management, accounting, public administration, economics, or a closely related field. Paraprofessional administrative experience, comparable to the County’s classes of Administrative Technician, Fiscal Technician, Human Resources Technician, or an equivalent class that would provide the knowledge and abilities listed may be substituted for the required education on a year-for-year basis up to a maximum of two (2) years;
OR
One (1) year of professional experience performing administrative, budget, human resources, or administrative management functions, preferably in a public agency.
Analyst II: Equivalent to a bachelor’s degree from an accredited four‑year college or university with major coursework in business administration, human resources management, accounting, public administration, or a closely related field; AND three (3) years of professional experience performing administrative, budget, human resources, or administrative management functions, preferably in a public agency; OR One year (1) year of experience at a level equivalent to County’s class of Administrative Analyst I.
Licenses and Certificates:
Possession of, or ability to obtain and maintain, a valid California or Nevada Driver’s License and a satisfactory driving record.
