Job description

Under direction of the Director of Public Works, the purpose of the position is to provide technical, administrative, and program support for the City's community and economic development functions, including development review, permitting, boards and commissions, and business attraction, retention, and expansion activities. The position serves as a primary point of contact for residents, contractors, developers, property owners, businesses, and partner agencies; coordinates applications, records, public notices, meetings, and reports; and performs related work as required.

EXAMPLES OF ESSENTIAL FUNCTIONS

Assist in the implementation of economic development strategies to effectively promote business attraction, retention, and expansion, including preparation of prospect and site packets.

Coordinates administrative and logistical support for Planning and Zoning Commission meetings, including agendas, packets, notices, supporting materials, and meeting schedules.

Prepares and delivers staff presentations at Planning and Zoning and Zoning Board of Adjustment meetings. Assists the Director of Public Works in preparing presentations for City Council.

Serves as initial contact for Zoning Board of Adjustment related submittals; schedules meetings, receives applications fees, and supporting documentation.

Maintains a database of existing businesses, preferred business sites and prospects.

Oversees the processing of calls for scheduling inspections.

Oversees the processing of registrations; performs follow up on missing documentation; establishes builder files with contact numbers; adds builders to current registration list; maintains and updates annual city registration list.

Provides information to citizens regarding building permit requirements and processes, and related areas.

Oversees and maintaining of records and statistical data on finalized inspections, permits processed, customer inquiries and requests, and plans reviewed.

Generates fee data forms for permit and utility fees, re-inspections, calculates drainage fees and processes purchase orders when refunds are required to the payee; processes insufficient fund issues on building permits/registration fees.

Oversees processing of certificates of occupancy.

Processes permit applications including online plumbing permits; ensures completeness, registers applicants, verifies legal descriptions, establishes files, logs accordingly, calculates fees, and generates permits.

Serves as liaison to utility service providers.

Performs follow up on outstanding permits through completion, including researching status, issuing letters stating permit status, and working collaboratively with permit holder to facilitate finalization.

Assists in responding to open records requests and maintains archives.

Serves as initial contact for the Denton County Appraisal District; responds to permit questions and provides copies of permits.

Assists in preparing monthly and annual reports.

Serves as initials contact for Health Department related issues, such as food establishment permits, complaints, and invoicing for permit renewal.

Coordinates and organizes monthly Food Handlers class with the Health Inspector.

Serves as initial contact for development related submittals; received applications, fees and documents and reviews for required drawings, information, and supporting documents and compliance.

Distributes development submittals, such as plats, replats, amended plats, site plans, conditional use permits, and other zoning requests to appropriate staff for review. Maintains accurate and organized zoning and plat files.

Schedules pre-development meetings (as needed) with developers, property owners, engineers, and city departments.

Responds to routine questions regarding zoning, platting, and development procedures based on adopted City ordinances and applicable state requirements; refers interpretations and technical determinations to appropriate professional staff.

Assists in meeting state law requirements for public notice, i.e., public hearings and letters to property owners.

Attends Planning and Zoning meetings as staff liaison and assists in scheduling Planning and Zoning Commission meetings, including preparing agendas, agenda briefings, other supporting documentations, and making presentations as needed.

Prepares, administers, and monitors the Community Services Department budget, including tracking expenditures, reviewing budget activity, and assisting with budget planning and projections.

Serves as a liaison with the City’s planning consultant, coordinating communication, providing information and documentation, and assisting with planning‑related projects and requests as needed.

MINIMUM TRAINING AND EXPERIENCE

High school diploma or GED; supplemented by five (5) years of administrative support experience that includes experience with planning and zoning, and basic accounting functions; or an equivalent combination of education, training, and experience.

ADA COMPLIANCE

Physical Ability: Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (up to 25 pounds). Tasks involve extended periods of time at a keyboard or work station.
