Job summary

Carollo Engineers is seeking a market leader for the East region to advance collaborative delivery across water infrastructure programs. The Design Build Project Manager will blend client service leadership with pursuit and project execution support, guiding pursuits, partnerships, and on‑the‑ground delivery.

You will help shape strategy, build contractor networks, and manage subcontractor risk while collaborating with owners and industry peers to deliver best-value projects.

Qualifications

• Bachelor's or advanced degree required; PE/PM certifications preferred.
• 15+ years of experience in project execution and marketing for water-wastewater and infrastructure.
• 5+ years hands-on experience with design-build and P3 delivery methods.
• Extensive network in the water collaborative delivery space and industry roles.
• Familiarity with East region DB and P3 regulatory and procurement environments.
• Strong contract negotiation skills with Owners and DB contractors.
• Proven leadership with excellent communication abilities.
• Curiosity about leveraging technology to improve efficiency in delivery.

Responsibilities

• Lead evolution of East Coast Collaborative Delivery strategy (Design-Build, PDB, P3) with sales and project execution duties.
• Guide pursuits and project execution with Design-Build Technical Practice in the region.
• Provide intellectual leadership on DB and P3 best practices for the practice.
• Participate in pre-marketing and positioning for procurements with Owners and contractors.
• Cultivate regional contractor relationships and expand pipelines.
• Support pursuit strategy and proposal development as part of Client Service team.
• Lead identification, vetting and risk management for subcontractors and sub-consultants.
• Oversee commercial terms reviews with Risk Management and contract forms.
• Engage with industry leadership via organizations such as WDBC, DBIA.
