Job description

LOCATION

Dahlgren, VA (must live within 2 hours from the Naval Support Facility)

SUMMARY

The Earned Value Program Analyst will support the Missile Defense Agency Earned Value Directorate (MDA/DAV) with all aspects of Earned Value Management and program support.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Collect and analyze cost performance data reports in order to identify cost, schedule, and performance trends and deviations and recommend corrective action.
  • Serve as an Earned Value and Integrated Baseline Review (IBR) team lead, integrating cost and schedule metrics, conducting baseline reviews, and performing funding integration and schedule analysis for complex weapon systems.
  • Oversee monthly and weekly cost, schedule, and performance reporting for a major DoD program, providing strategic-level analysis and actionable recommendations.
  • Lead or conduct complex studies and quantitative analyses, presenting results and recommendations to stakeholders.
  • Review, summarize, and implement financial management policies and guidance, leveraging at least 5 years of EVM policy experience.
  • Coordinate with customers, contractors, and management to ensure effective program execution and staff alignment.
NON-ESSENTIAL DUTIES

EDUCATION AND EXPERIENCE
  • Bachelor's degree required (BA/BS in a related field); Master's degree (MA/MS in a related field) preferred.
  • 10+ years of direct experience required with a BA/BS, or 7+ years with an MA/MS, including at least 5 years on DoD Acquisition Programs.
  • Must be a self-starter, detail-oriented, able to support multiple projects, work well with a team, interact with multiple levels of management, and manage customer and contractor relationships.
  • Possess excellent oral and written communication skills, with demonstrated ability to present complex financial topics effectively.
  • Ability to organize and prioritize work, with a minimum of 7 years' experience in program management and integration environments.
  • Ability to work with minimal supervision, leading reviews and formulating programmatic products independently.
COMPUTER SKILLS
  • Skill in operating a personal computer and standard office equipment.
  • Proficient with the standard Microsoft Office Suite (e.g., Outlook, Word, Excel, and PowerPoint).
CERTIFICATES, LICENSES, REGISTRATIONS, CLEARANCE
  • Active DoD Secret security clearance.
PHYSICAL DEMANDS
  • Must be able to sit at a workstation for extended periods; use hand(s) to handle or feel objects, tools, or controls; reach with hands and arms; talk and hear.
  • Most positions require ability to work on desktop or laptop computer for extended periods of time reading, reviewing/analyzing information, and providing recommendations, summaries and/or reports in written format.
  • May be required to occasionally lift and/or move moderate amounts of weight, typically less than 15 pounds.
