Job summary

Maricopa County Recorder's Office is seeking an Early Voting Center Supervisor to lead the preparation, packaging, and delivery of election equipment and materials. You will oversee in-person early voting operations, design vote center layouts, and apply predictive analytics to equipment, consumables, and staffing.

Qualifications

  • Five (5) years of progressively responsible administrative experience.
  • High school diploma or GED is required; an Associate degree or higher is preferred.
  • Must complete the next scheduled Secretary of State Election Officer Certification.
  • Must pass a background screening and be eligible to vote in Arizona.

Responsibilities

  • Lead the Vote Center Acquisition team, including ADA evaluations and site scouting 180 days before large elections.
  • Supervise the Courier and temporary staff during election cycles and ensure daily duties are performed.
  • Serve as the point of contact for the Command Center and manage the election hotline.
  • Coordinate with IT and Development teams to ensure equipment setup and regulatory compliance.
  • Oversee training and scheduling for temporary staff and maintain accurate polling site data.

You will also oversee technical support for the set-up and ongoing operations of in-person early voting during local, countywide, state, and federal elections at early voting centers across Maricopa County. This role also requires site-by-site analysis to design functional vote center layouts. This position requires critical thinking to ensure a timely response to complex issues that arise during an election cycle. The Early Voting Center Manager should implement best practices and strategic planning, and apply predictive analytics in the areas of equipment management, consumable management, and election staffing across three functional areas.

We Require
  • Five (5) years of progressively responsible administrative experience
  • High school diploma or GED
  • An equivalent combination of education and/or experience may substitute for the minimum requirements on a year-for-year basis
Other Requirements
  • Must complete the next scheduled Secretary of State Election Officer Certification
  • Must successfully complete a background screening
  • Must be eligible to vote in Arizona
  • Must possess, or have the ability to obtain by the time of hire, a valid Arizona Driver's License
  • Mandatory overtime during all election cycles

Job Contributions
  • Trains and supervises the Vote Center Acquisition team in acquiring vote centers for each election, conducting ADA evaluations, and scouting for each election cycle at 180 days prior to large elections and at 90 days prior to smaller elections, and other daily duties
  • Provides supervision and training to all Vote Center team for each election cycle at 180 days prior to large elections and at 90 days prior to smaller elections, and performs other daily duties
  • Provides supervision and training to the Courier team for each election cycle at 180 days prior to large elections and at 90 days prior to smaller elections, and performs other daily duties
  • Manages and acts as the point of contact over the Command Center, including staffing, training, and all functions with the hotline
  • Trains and supervises temporary staff during large election cycles to support the preparation of voting materials, technical set-up, troubleshooting response efforts, and ongoing operational support
  • Fulfills the role of strategic equipment manager for all Ballot on Demand printers and laptops, works with primary vendors to ensure that operational needs are satisfied, and the statement of work is fulfilled
  • Coordinates with the Assistant Director of Early Voting and the Early Voting Elections Director on election plans, including the number of early voting locations, staffing, etc.
  • Oversees scheduling and conducting training of the temporary staff to ensure they are current on election and daily procedures, and maintains compliance with statutory requirements
  • Determines temporary worker needs for the election and submits the report to the Assistant Director for Recruitment & Training
  • Oversees the maintenance of the polling site database, ensuring that the master polling site data file remains current, accurate, and complete
  • Coordinates with the Development team in updating the SiteBooks to be in statutory compliance
  • Works closely with the IT department during election cycles to respond to technical issues that may arise at the vote centers rapidly
  • Oversees the programming of hundreds of Ballot-On-Demand printers before each election cycle
  • Manages and processes open reports in the election reporting system, solves unexpected incidents reported through the system, and identifies quality assurance issues
  • Reviews issues that occur during the election and assists in developing a plan to minimize such problems in future elections
  • Coordinates with other divisions and schedules staff support for the set-up and break-down of Ballot Center equipment
  • Optimizes processes and procedures for all aspects of vote center operations
  • Maintains a living repository of instructional guides, troubleshooting guides, and standard operating procedures for vote center set-up, coverage plan, and ballot courier operations
  • Collaborates with the Training Manager to revise and develop training materials for the ballot on-demand system, vote center equipment, and command center operations
Working Conditions
  • Requires the ability to exert up to 20 pounds occasionally, with 10 pounds of pushing, pulling, or lifting, sitting, walking, or standing to a significant degree, frequent engagement with the public in person, by phone, or electronically, and the use of Microsoft Office products
  • Work is typically performed in an office or administrative environment and is not substantially exposed to adverse environmental conditions
  • Must demonstrate the ability to multitask in a high-volume and time-critical work environment
