Job summary

Elwyn in Philadelphia is seeking a QI Coach I to ensure the quality and effectiveness of early childhood special education services for children ages 3 through early elementary. The role emphasizes IDEA/Chapter 14 compliance, high-quality IEPs, and robust record keeping.

You will observe teams, provide feedback, develop coaching plans, analyze trend data, and collaborate with LEA partners and regional staff to improve outcomes and ensure consistent service delivery.

Qualifications

  • Bachelor's degree in Early Childhood Education, Elementary Education, or Special Education preferred.
  • Three to five years of experience in Special Education.
  • Strong knowledge of IDEA and Chapter 14 and their application.
  • Understanding of determination and verification processes and OCDEL expectations.
  • Ability to coach, provide feedback and support to individuals and teams.
  • Ability to manage multiple tasks with strong time management.
  • Experience with Microsoft Office (Word, Excel, Outlook, PowerPoint).
  • Team player with independent problem-solving abilities.

Responsibilities

  • Conduct observations of LEA Representatives, Educational Coordinators, and Multidisciplinary team members during IEP meetings.
  • Provide coaching and feedback for IEP development and evaluation.
  • Observe MDE teams in community and office and coach for evaluation development and goal writing.
  • Audit child records to ensure compliance with state and federal requirements and provide feedback.
  • Ensure child records meet compliance and are prepared for determination and verification.
  • Analyze trend data from child record review to inform regional staff development.
  • Create coaching plans for regional staff to improve documentation in the child's record.
  • Translate research and policies into practical strategies to improve service delivery.
  • Improve operational systems based on needs assessments.
  • Provide consultation to IEP and MDE teams.
  • Support regional staff with questions related to individual children's records.
  • Collaborate with ELS QAA and dispute resolution teams on records under review.
  • Support quality improvement initiatives through special projects.
  • Work with regional QI Coaches to identify trends across Philadelphia and Chester.
