Job summary

Elwyn in Philadelphia seeks a QI Coach to ensure high-quality early childhood special education services for ages 3 and up. This role focuses on IDEA, PA Chapter 14, and state/federal mandates, coordinating with staff and families to deliver impactful supports.

You will coach teams, work with community environments, and translate research into practical improvements across ELS, emphasizing collaboration and data-driven decision making.

Qualifications

  • Bachelor’s degree in Early Childhood Education, Elementary Education, or Special Education preferred.
  • 3–5 years of experience in early childhood environments or itinerant services.
  • Strong knowledge of IDEA and Chapter 14 and related applications.
  • Ability to provide coaching, feedback and support to individuals, teams, and stakeholders.
  • Excellent time management and organizational skills.

Job Description

The QI Coach will focus on ensuring the quality and effectiveness of early childhood special education services for children ages 3 to the age of beginners. This role will focus on compliance with the Individuals with Disabilities Education Act (IDEA), PA Chapter 14, and all federal and state mandates ensuring that children and families receive the services they need. The QI coach will interact with Early intervention staff and outside stakeholders through a variety of means, including in the community to provide high quality services and support to children and families.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Conduct observations of service delivery in the community and school settings and provide feedback and coaching.
  • Support service delivery therapists through clinical guidance and implementation of evidence-based best practices.
  • Collaborate with community-based early childhood environments to identify areas of need and provide coaching and consultation developing collaborative partnerships to strengthen and enhance Tier I responses that improve services for children and families.
  • Contact families and complete the Family IEP Survey after the development of their child’s IEPs to ensure that they understand the process, their rights, and their ability to disagree with a team decision.
  • Deliver coaching to stakeholders and collaborate with Professional Development to implement broad quality improvement efforts across ELS and translate evidence-based practices into scalable strategies.
  • Utilize research, policies, and evidence-based initiatives and translate them into practical strategies that enhance service delivery and improve child outcomes.
  • Improve operational systems based on needs assessment (i.e. standardized sign-in, sign-out procedures for service providers, etc.)
  • Work collaboratively with support departments including dispute resolution and the ELS Quality Assurance Advisor (QAA) related to individual children’s records and service delivery that are under review with legal or advocate involvement.
  • Responsible for using data and trend analyses to inform program-wide initiatives.
  • Support all quality improvement initiatives through special projects and assignments.
  • Work collaboratively with other regional QI Coaches to identify trends across the cities of Philadelphia and Chester to inform professional development and coaching opportunities.
  • Implement current best practices and special education methodologies relative to early intervention services.
  • Partner with LEA Representatives, Educational Coordinators, and MDE team members on early learning initiatives and projects.
  • Participate in dispute resolution as needed.
  • Participate in ongoing trainings offered throughout the year.
  • Performs other duties as assigned.
QUALIFICATIONS
  • Bachelor’s degree (Early Childhood Education, Elementary Education, Special Education preferred).
  • Three to Five years experience in Early Childhood Environments or itinerant services
  • Strong knowledge of IDEA and Chapter 14 and the application of the law to the work that is completed on behalf of children.
  • Understanding of determination and verification processes and the expectations of OCDEL.
  • Ability to provide coaching, feedback and support to individuals, teams, regional groups, and external stakeholders
  • Quickly process information to identify gaps, areas of concern, areas of correction, and areas of improvement while also recognizing areas of strength for providing feedback and coaching
  • Ability to manage multiple tasks and to prioritize information successfully with strong time management and organization skills
  • Demonstrate experience with Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint
  • Ability to work effectively as part of a team
  • Ability to independently solve problems and make decisions
