Job summary

The Georgia Department of Public Health is seeking an Early Intervention Coordinator in Lowndes County to lead Babies Can't Wait services for infants and toddlers. This full-time, benefit-eligible position emphasizes program administration, quality improvement, and cross-agency collaboration.

You will manage resources, recruit qualified professionals, oversee compliance, and support families through the statewide contracting process.

Qualifications

• Master’s degree in education (early childhood or special education) or related field.
• Two years of professional experience with infants/toddlers or related admin experience, or five years with infants/toddlers.
• Bachelor’s degree plus relevant experience may be considered.

Responsibilities

• Ensure implementation of federal, state and local guidelines for Babies Can't Wait.
• Manage budgets, personnel and resources to ensure program compliance.
• Lead quality assurance/quality improvement based on data and reporting.
• Supervise staff, provide coaching, and develop employees.
• Recruit professionals and link through the contracting process to maintain a provider network.
• Review financial reports, monitor budgets, and participate in audits as required.
• Collaborate with community partners to support children with special needs and families.
• Promote Babies Can't Wait and related programs to increase early identification.

Babies Can’t Wait serves eligible infants and toddlers with special needs up to age three and their family. As Early Intervention Coordinator, ensures implementation of federal, state and local programmatic guidelines and procedures in the 10 county health district. Manages fiscal, personnel and other resources to ensure compliance of programmatic requirements and to provide quality services to enrolled children and their caregivers. Seeks creative solutions to eliminate access barriers and ensure a continuum of care for infants and toddlers, working across public and private partnerships. As a manager conducts ongoing quality assurance/quality improvement processes based on data gathered and through programmatic reporting. As a supervisor, oversees multiple direct reports and provides coaching, support and development opportunities for employees to optimize performance. Recruits qualified professionals and assists with linkage to and through the statewide contracting process to maintain an adequate network of private service providers for families. Reviews financial reports, authorizes appropriate expenditures, monitors budgets, and participates in fiscal audits as determined by state and local officials. Conducts regular reviews of documentation for child services and third-party billing and provides feedback to both public staff and contracted service providers, as applicable. Communicates fiscal and programmatic needs to the state office. Works directly with and ensures agency collaboration with numerous community providers and partners to fully support children with special needs and their families. Promotes awareness of Babies Can’t Wait and other public health programs across the 10 county area to increase the early identification of children with special needs.

Babies Can't Wait requires that district early intervention program directors/coordinators must meet the following qualifications: (1) master’s degree in education (early childhood or special education), pediatric nursing, psychology, social work, or other directly related field, and (2) two years of professional experience providing services to or teaching infants/toddlers and families and/or in the administration of a service delivery program for infants/toddlers and families or children's health. Or (1) bachelor’s degree in education (early childhood or special education), pediatric nursing, psychology, social work, or other directly related field, and (2) five years of professional experience providing services to or teaching infants/toddlers and families and/or in the administration of a service delivery program for infants/toddlers and families or children's health.

Preferred Qualifications:

• Completion of a Master's degree in early childhood development, special education, or a related field.
• Two or more years of supervisory and programmatic/project management experience is desirable.
• Also preferred is public health experience, budget management, data management and reporting.
• Experience in working within a Part C program under the Individuals with Disabilities Education Act (IDEA).
