E&I Quality Control Manager

Location: Abernathy/Colorado City, TX

Employment Type: Full-Time

Base Location: Corporate Headquarters - Odessa, TX

Travel: Required to project sites

Compensation Notes: $150 x 7 per diem.

Position Summary

We are seeking an experienced Electrical & Instrumentation Quality Control Manager to manage the E&I quality program across assigned divisions and projects. This role will support heavy industrial, oil and gas, energy, and EPC construction work throughout the Permian Basin and other project locations.

The ideal candidate will have strong E&I construction experience, practical NEC and NFPA 70E knowledge, and proven experience leading quality personnel, managing inspection/testing activities, resolving field quality issues, and maintaining project quality documentation.

Key Responsibilities

• Manage the E&I QA/QC program for assigned divisions and projects.
• Lead and coordinate E&I quality personnel performing audits, inspections, surveillance, testing, and documentation.
• Interpret contract quality requirements, drawings, specifications, and inspection/testing requirements.
• Support inspection and test plans, quality checklists, turnover packages, NCRs, corrective actions, punch lists, and quality records.
• Coordinate third-party E&I testing agencies and support electrical/instrumentation testing, commissioning, and turnover activities.
• Interface with corporate quality leadership, project management, construction teams, subcontractors, vendors, and client representatives.
• Troubleshoot field quality issues and ensure timely resolution and closeout.
• Track, maintain, and report E&I quality metrics to divisional and corporate leadership.
• Prepare weekly quality reports identifying issues, trends, corrective actions, and improvement opportunities.
• Train project and field personnel on quality program requirements, documentation standards, and inspection expectations.
• Support the company's commitment to quality, safety, productivity, and team-based execution.

Required Qualifications

• Minimum of 5 years of E&I Quality Management experience in industrial construction, oil and gas, energy, maintenance, or EPC environments.
• Strong knowledge of electrical and instrumentation construction quality control.
• Working knowledge of the National Electrical Code.
• Practical knowledge of NFPA 70E and electrical safe work practices.
• Experience managing E&I inspectors, field quality personnel, subcontractor quality performance, or third-party testing resources.
• Ability to read and interpret IFC drawings, specifications, inspection requirements, test procedures, and project quality documentation.
• Experience with electrical and instrumentation installation, inspection, testing, commissioning, and turnover.
• Strong documentation skills, including inspection records, test packages, NCRs, punch lists, corrective actions, and quality metrics.
• Strong communication, leadership, and problem-solving skills.
• High commitment to safety, quality, productivity, and field execution.
• Ability to travel to project sites as required.
• Satisfactory completion of a background screen.

Preferred Experience

• Permian Basin, midstream, upstream, downstream, terminal, gas processing, pipeline, power, or heavy industrial project experience.
• Experience with switchgear, MCCs, transformers, grounding, cable tray, raceway, terminations, torque documentation, megger testing, continuity testing, and energization packages.
• Experience with instrumentation and controls quality, including loop checks, calibration records, instrument index verification, I/O checkout, P&ID walkdowns, control panels, FAT/SAT documentation, and commissioning support.
• Experience coordinating electrical acceptance testing or third-party testing agencies.
• Experience supporting quality programs aligned with ISO 9001, ASQ, ANSI, or formal corporate quality management systems.
• Experience leading quality personnel across multiple projects or divisions.

Preferred Certifications

• Texas Master Electrician License or equivalent Master Electrical License.
• OSHA 30 Construction.
• Current NFPA 70E training.
• NFPA Certified Electrical Safety Compliance Professional.
• ASQ Certified Quality Auditor, ASQ Certified Manager of Quality, or ISO 9001 Lead Auditor.
• ICC/IAEI Commercial Electrical Inspector or Electrical Plans Examiner.
• NETA Electrical Testing Technician, preferably Level III or IV.
• ISA Certified Control Systems Technician or NCCER Instrumentation.
• First Aid / CPR / AED.
• Project-specific credentials such as H2S, PEC SafeLand/SafeGulf, TWIC, API 1169, or client-required site orientations.

Ideal Candidate Profile

The ideal candidate is a senior E&I quality professional with industrial construction experience, strong electrical technical credibility, and the ability to manage quality execution across multiple projects. Strong candidates will understand NEC, NFPA 70E, electrical testing, instrumentation documentation, commissioning support, NCR management, corrective actions, and final turnover requirements.
