Overview
We are seeking to hire a Senior IT Acquisition Management Analyst for a position located in the Fort Belvoir, VA area to support the Defense Threat Reduction Agency (DTRA). This candidate is responsible for providing Systems Engineering and Technical Assistance (SETA) and acquisition subject matter expertise for advice and assistance to DTRA Acquisition Operations and acquisition development and improvement efforts.

- The Senior IT Acquisition Management Analyst will oversee acquisition activities, such as lifecycle acquisition support, including development of PR Packages (Strategy, Statements of Work (SOW), Independent Government Cost Estimates (IGCEs), Sole Source Justifications, Solicitation documents, evaluation criteria, etc.), post-award metrics and management, and close-out.
- Reviewing and developing acquisitions and project management processes and SOPs; and developing metrics for measuring performance of projects and programs.
- Works with various contract vehicles, to include T&M, Cost Reimbursement, Firm Fixed-Price, single- and multiple-award BPA’s and IDIQ’s.
- Manages Acquisition support efforts for a variety of programs. Reviews programmatic requirements, SOW’s, and other solicitations documents. Reviews and recommends policy and process documentation. Develops and oversees acquisition quality control programs.
- Shall understand the Federal Acquisition Regulation (FAR) and various acquisition laws, regulations, policies and procedures.
- Conduct an analysis of the IT Directorate’s overall procurement environment and develop procurement strategies that better position the organization to make optimized decisions leading with improved consolidation plans, robust requirements, and a clarified contract landscape.
- Develop strategic plans for contract consolidations in order to gain efficiencies and cost savings.
Qualifications
Required Skills/ Qualifications:
- Possess a Top Secret clearance, with SCI eligibility.
- A Bachelor’s degree from an accredited college or university; 15+ years of experience in DoD IT Acquisition Management.
- DoD experience and acquisition/contracting experience required.
- Experience and ability to effectively direct and manage staff involved in multiple, complex and interrelated tasks.
- Experience developing acquisition strategies and associated Procurement Request (PR) package artifacts.
- Extensive knowledge of DoD Information Technology and cybersecurity policies and best practices.
- Experienced in preparing and delivering briefings and data analysis for all levels of leadership.
- Ability to assist in the capturing of technical requirements and relay those details back to the government customer.
- Excellent written and oral communication skills and experience developing and presenting complex information to senior Government officials.
- Proven ability to handle confidential and procurement sensitive information with discretion.
Desired Skills/ Qualifications:
- Extensive knowledge of FAR/DFAR; ability to research policy and regulatory sources and document findings.
- Ability to develop and support implementation of corrective action plans.
- Ability to facilitate Integrated Process Team (IPT) working sessions.
- Three years of experience providing Planning, Programming, Budget Execution (PPBE) and acquisition program support.
- Three years of experience providing lifecycle resource management support in accordance with the Department of Defense Financial Management Regulation (DoD FMR) DoD 7000.14-R.
- Excellent written and oral communication skills and experience developing and presenting complex information to senior Government officials using Microsoft Office Suite applications.
- PMP or DAWIA Level III Certified.
