The State of Washington's Department of Social and Health Services seeks a Facility Manager to lead campus facilities operations at the Brockmann Campus in Vancouver, WA. This role will prepare a new behavioral health campus for full operations and ensure readiness during warm closure.

Job description

The Behavioral Health & Treatment Center (BHTC) – Brockmann Campus (Clark County), is a new Department of Social and Health Services facility located in the Mt. Vista neighborhood of Vancouver, Washington. The campus is not yet open for patient services, creating a unique opportunity for an experienced facilities leader to help prepare a new behavioral health campus for future operations.

Until the campus opens, the facility will remain in a warm closure, with a limited number of employees maintaining the buildings, property, infrastructure, and assets. The campus will remain secured by construction fencing, contracted security patrols, and building alarm systems. During this period, the Facility Manager will be responsible for protecting the state’s investment while preparing the campus, its systems, and its future facilities workforce for full operations.

As the Brockmann Campus Facility Manager, you will lead campus facilities operations and serve as the senior on-site authority for maintenance and operations. You will oversee infrastructure, life-safety systems, environmental systems, utilities, grounds, and facility readiness. As the campus transitions into service, your responsibilities will expand into supporting a 24/7 behavioral health environment where facility reliability directly affects patient safety, staff operations, and regulatory compliance.

Reporting to the Regional Operations Administrator for the Maintenance Operations Division (MOD), you will lead fire protection coordination, emergency preparedness, utilities, regulatory compliance, and relationships with local public-safety partners. You will also work closely with Capital Programs, Information Technology, campus leadership, and other agency partners to ensure infrastructure and operational planning support the successful opening and long‑term operation of the campus.

This is an opportunity to do more than maintain an established facility. You will help build the facilities operation that will support a new campus, identifying the expertise, staffing capabilities, maintenance practices, and operational systems necessary for long‑term success.

Some of what you will do

During your first 6–12 months, your focus will be on campus readiness you will:

• Learn the new campus infrastructure from the ground up, including mechanical, electrical, plumbing, heating and cooling, emergency power, life-safety, security, and other critical building systems.
• Assess the technical expertise and skilled-trade capabilities the facilities team will need to operate and maintain the campus as it transitions from warm closure to full operations.
• Identify workforce skill or knowledge gaps and help establish training, development, staffing, and operational strategies needed to support a 24/7 behavioral health facility.
• Become proficient with the computerized maintenance management system and establish effective preventive maintenance, work-order, asset-management, and service-request practices.

As the Facility Manager, you will also:

• Lead campus facilities operations — Direct maintenance and operations for mechanical, electrical, plumbing, heating and cooling, boilers, emergency power, life-safety systems, structural systems, grounds, and other critical infrastructure.
• Build a reliable maintenance operation — Establish preventive and predictive maintenance practices, operational standards, staffing priorities, and resource allocation to support the campus as it moves into full operation.
• Lead and develop the facilities workforce — Hire, supervise, coach, and develop multidisciplinary staff while building the technical knowledge and capabilities necessary to support complex institutional systems.
• Prepare the campus for operation and inspections — Lead facility readiness, regulatory compliance, emergency preparedness, inspection preparation, corrective actions, and coordination with regulatory and public-safety partners.
• Manage resources and long‑term facility needs — Oversee facilities budgets, expenditures, asset information, lifecycle planning, and operational data used to support future budget and capital decisions.
• Partner on construction and capital planning — Serve as the facilities operations liaison for construction, renovations, system improvements, and capital projects while identifying risks and ensuring operational needs are incorporated into project decisions.
• Advise campus and agency leadership — Provide clear information about infrastructure performance, facility risks, emerging needs, mitigation strategies, and investments necessary for safe and reliable operations.

What We're Looking For:

• A minimum of nine years of progressively responsible experience in facility maintenance, facility management, institutional operations, or a closely related field. At least five years must be in a leadership, supervisory, or management capacity overseeing multidisciplinary technical teams or complex facility operations.
• Education/Experience Substitution: Relevant higher education—such as coursework or degrees in project management, construction management, engineering, business administration, information systems, or computer systems management will substitute for experience on a year-for-year basis.
