Job description

Summary

Under limited supervision, assists with the drainage, flood damage prevention, and subdivision programs to protect public health, safety, welfare, and the integrity of water and environmental resources within Hays County. Administers the Flood Damage Prevention Order, Subdivision Regulations, Stormwater Management Standards, and the Hays County Drainage Criteria Manual. This position is responsible for, including but not limited to, design and plan review, permit review, inspections, investigations, enforcement and education of various groups.

Responsibilities
  1. Administers, implements, and assists with the provisions of the Flood Damage Prevention regulations and reviews and issues Development Authorizations related to development in Hays County.
  2. Administers, implements, and oversees certain provisions of the Subdivision Regulations and reviews and approves development and subdivisions acting as the Floodplain Administrator.
  3. Administers, implements, and oversees the provisions of the Storm Water Management Standards.
  4. Coordinates and monitors the status of applications and approval process between applicants, various county departments and employees, and County Commissioners.
  5. Assists with the Hays County Stormwater Regulations and the Hays County Stormwater Management Program (SWMP).
  6. Oversees the implementation of the Hays County Drainage Criteria Manual.
  7. Oversees investigations of complaints relating to drainage, development, and subdivision developments.
  8. Assists staff during various application review processes to ensure compliance with all regulations relating to drainage infrastructure design, floodplain analysis, and subdivision guidelines.
  9. Schedules and performs inspections of various sites and facilities to determine compliance with the County regulations.
  10. Creates and maintains appropriate data, records, and files in relevant software system(s).
  11. Prepares and maintains inspections, enforcement, and compliance reporting.
  12. Assists other departments in assessing, analyzing, and making recommendations regarding floodplain, drainage, and subdivision related issues.
  13. Collaborates with other departments in goal and policy development to assure consistency and integration with other departmental goals.
  14. Represents the department on issues related to the program and provides educational information and presentations to various audiences regarding the program and best practices.
  15. Attends various floodplain and stormwater conferences & continuing education courses.
  16. Supervises assigned staff.
  17. Performs other duties as assigned.
Education and/or Experience
  1. Bachelor’s degree in Civil Engineering, Environmental Engineering, Hydrology, Environmental Science, Water Resource Management/Modeling or a related field.
  2. Five (5) years relevant experience in engineering, subdivision regulations, stormwater management, hydraulics and hydrology, or floodplain management.
  3. Three (3) years supervisory or management experience.
  4. At the discretion of the Director of Development Services, any equivalent combination of education or experience sufficient to provide the knowledge, skills, and ability to successfully perform the functions and responsibilities of this position may be used.
Other Qualifications, Certificates, Licenses, Registrations

Required:

  1. Valid Class C Texas driver's license.
  2. Texas licensed professional engineer (P.E.)
  3. Floodplain Manager Certification or the ability to obtain certification within 12 months of hire.
