Job Description

Under administrative direction, this role involves professional and supervisory work directing an Engineering section or division. Work is primarily in an office environment. The position exercises direct supervision over staff.

Work Location: City Tower, 100 W. Houston, San Antonio, TX 78205

Work Hours: 7:45 a.m. - 4:30 p.m., Monday - Friday

Essential Job Functions

1. Supervise engineering staff in public works projects development, design, construction, and maintenance.
2. Communicate with City Council and the public regarding concerns.
3. Advise City departments on technical engineering issues.
4. Review design plans, project specs, and cost estimates; attend meetings; resolve design issues.
5. Develop policies within regulatory frameworks.
6. Create programs to enhance division efficiency.
7. Approve construction plans and specs; recommend contract awards; oversee contract compliance.
8. Evaluate consultant proposals; monitor and approve professional service payments.
9. Review bid packages; participate in pre-bid meetings; analyze bids; make award recommendations.
10. Develop and manage the section/division budget.
11. Provide legal testimony as needed.
12. Perform other related duties as required.

Qualifications

• Bachelor's Degree in Engineering from an accredited institution approved by the State Board of Registration for Professional Engineers.
• Six (6) years of engineering experience.
• No substitution for education.
• Licensed Professional Engineer (PE) in Texas or ability to obtain license within 6 months if licensed elsewhere.
• Valid Class 'C' Texas Driver's License.

Additional Qualifications

• Ten (10) years of progressive supervisory experience.
• Six (6) years in designing, estimating, and constructing capital drainage projects.
• Experience with ArcGIS and database management software.
• Certified Floodplain Manager (CFM).
