Job summary

Key Responsibilities

Domain Translation & Delivery

• Analyze agency capital planning environments to identify where agents can deliver immediate value
• Translate capital planning workflows into agent requirements
• Ensure Agent Designers configure solutions to deliver relevant and meaningful outcomes
• Monitor deployed agent performance against planning outcomes; identify where agents are producing reliable output and where tuning is needed

Customer Relationship & Expansion

• Own working-level relationships with customers’ budget directors, capital program managers, finance staff, and planning teams at your assigned accounts
• Train customer capital planning staff on AI-augmented workflows
• Identify new agent use cases at active accounts in planning, budgeting, grant management, and legislative reporting, and related processes

Candidate Profile

Required

• 10+ years working in capital planning, capital budgeting, or CIP development at a public infrastructure owner or in a consulting capacity embedded with one
• Deep working knowledge of multi-year CIP development, project prioritization, budget formulation, funding source management (federal grants, bonds, appropriations), and capital reporting
• Familiarity with how capital planning data flows from project cost estimates and schedules into budget models, funding allocations, and board or legislative reporting
• Experience with capital program management software in a production planning environment
• Bachelor's degree required; Master's degree in Business Administration, Public Administration, Finance, Urban Planning, or a related field preferred

Preferred

• Prior experience inside a DOT, transit agency, water utility, municipality, or other public infrastructure owner as a staff member or long-term embedded consultant
• Experience with federal grant compliance and reporting: FHWA, FTA, EPA, HUD, or comparable programs
• Familiarity with bond program management, debt service modeling, or infrastructure finance
• Familiarity with AI tools, scenario modeling, or data analytics applied to capital budgeting or CIP development
• Experience with data evaluation and validation across the planning and funding lifecycle
• Public Trust clearance eligibility
