Responsibilities

• Advise on CES recruitment process requirements and assist stakeholders throughout staffing.
• Advise CES component POCs on coding and processing of CES personnel actions using automated tools.
• Review justifications for special salary rates, recruitment bonuses, retentions, allowances, and other authorities.
• Review/input CES staffing policies; develop guidance to facilitate CES oversight.
• Research interrelationships between GS, FWS, DCIPS, Demos and other systems affecting CES.
• Draft responses to inquiries; coordinate actions across WID staff and stakeholders.

ACES is seeking Human Capital Manager to support DoD CIO.Onsite work requiresACTIVE SECRET CLEARANCE on5 Year Contract at offices in theAlexandria, VA 22350. Work involves providing technical advice and guidance on an array ofCyber Excepted Service (CES)related HR matters to DoD Component leaders, HR offices, and the general workforce.

QUALIFICATIONS

• Clearance: Active Secret
• Education/Experience: Master's Degree in a relevant field with 15 years of experience.
• Technical: 7+ years Federal HR Experience (preferably with DoD) with demonstrated expert knowledge in Recruitment and Staffing to support the management and oversight of the CES personnel system.
• Expert knowledge of Title 5, Title 10, and Department of Defense personnel policies.
• Must possess strong verbal and written communication skills to represent the interests and positions of DoD CIO. Advanced MS Word and PowerPoint skills; proficient Excel and Outlook application skills

RESPONSIBILITIES

Recruitment and Staffing:

• Advise on the procedural and regulatory requirements governing the CES recruitment process. Advise and/or assist CES component stakeholders throughout the staffing process, tailoring communication to address multiple audiences.
• Advises component POCs on the proper coding and/or processing of CES personnel actions, using the current automated tools, in accordance with HR statutory and regulatory guidance.
• Review and verify justifications for requesting use of special salary rates, recruitment bonuses, retentions, allowances, and other authorities.

Recruitment and Staffing Policy:

• Review and provide input to the development and/or revision to CES staffing related policies and procedures. Develop associated CES supplemental guidance documents, issue papers, and products that facilitate successful CES oversight.
• Research and evaluate the interrelationships between various federal personnel systems (e.g. General Schedule (GS), Federal Wage System (FWS), Defense Civilian Intelligence Personnel System (DCIPS), Demonstration Projects (Demos)) and unique components of each system.

Other Duties:

• Research and draft responses to component inquiries. Assist in coordinating staff actions across the WID staff.
• Assist the Government Leadership staff when they coordinate/communicate, including calls, responding to email, and interfacing, with stakeholders or their staff at all levels within DoD.
• Coordinate joint efforts with other groups and offices and maintain accountability of all assigned tasks.
• Prepare and assist in the development of briefings, multimedia presentations, white papers, and informational memoranda.
