Job summary

Strategic Analysis, Inc. is seeking a proactive Financial & Operations Analyst at Fort Meade, MD to deliver program-level financial execution.

You will translate budgets into compliant transactions, coordinating PRs, MIPRs, IAAs, and reporting across ERP systems to ensure auditable, timely funding actions. The ideal candidate has 5–7 years in DoD/IC financial management, deep FMR knowledge, and hands-on experience with G-Invoicing, FS forms, and interagency agreements.

Qualifications

• Active TS/SCI clearance with CI polygraph.
• Bachelor's degree in finance, accounting, business, acquisition management, economics, or related field.
• 5–7 years DoD/IC budget execution or program financial management experience.
• Hands-on experience preparing, tracking, and processing PRs and MIPRs.
• Experience with IAAs using FS 7600A/B; knowledge of FS 7600 forms.

Responsibilities

• Execute funding and procurement documentation per PM guidance (PRs, MIPRs, IAAs).
• Draft, coordinate, and track FS 7600A/B forms through G-Invoicing portal.
• Process DD Form 448 (MIPR) and coordinate acceptance with agencies.
• Assemble audit-ready funding packages with SOW/PWS, IGCE, J&A, D&F.
• Interface with KOs, CORs, and external agencies to resolve funding bottlenecks.
• Track commitments, obligations, expenses, and disbursements across fiscal years.
• Monitor FIAR-aligned milestones and advise on recovery actions.
• Review invoices, burn rates, and de-obligations for excess funds.
• Support TARs for open commitments and FIAR compliance.
• Enter and reconcile transactions in ERP systems (DAI, GFEBS, DEAMS).
• Monitor intergovernmental buy/sell in G-Invoicing and resolve discrepancies.
• Maintain program budget trackers and contract registers; produce dashboards.
