Job summary

C3EL seeks an experienced Program Manager to lead enterprise IT support services for the DoD Education Command (EDCOM). The role oversees network and systems operations, cybersecurity, help desk, and AV/VTC support across multiple government locations.

The candidate will combine strong contract and personnel management with technical judgment to maintain reliable services supporting military education and mission operations. A proven leader who builds teams and delivers results is essential.

Qualifications

• Active DoD Secret clearance or higher.
• 12+ years of IT experience, including 5+ years managing DoD IT service delivery.
• Experience leading multidisciplinary technical teams across locations.
• Experience managing contract performance, staffing, subcontractors, budgets, deliverables, and SLAs.
• Technical understanding across networks, Windows Server, AD, DNS/DHCP, virtualization, storage, backup/recovery.
• Hybrid cloud operations, preferably Microsoft Azure.
• Cybersecurity compliance, vulnerability remediation, and incident response.
• Help desk operations, ticket escalation, and service restoration.
• AV/VTC systems and dependencies on enterprise IT infrastructure.

Responsibilities

• Serve as primary program interface with Government leadership and stakeholders.
• Lead an integrated team of network, systems, cybersecurity, help desk, and AV/VTC professionals.
• Manage staffing, recruiting, retention, and subcontractor performance across locations.
• Plan and execute task orders aligning labor, hours, schedules, and budgets with contract requirements.
• Monitor service availability, ticket performance, preventive maintenance, and customer satisfaction.
• Coordinate during outages, cybersecurity incidents, escalated requests, and mission-critical events.
• Oversee transitions, knowledge transfer, continuity planning, and maintenance of essential services.
• Maintain program schedules, risk/issue registers, and performance reports.
• Coordinate IT/AV/VTC support with instructional schedules and live events.
• Identify improvements to reduce incidents and improve service quality.
