Job summary

MDW Associates, LLC in Falls Church, VA is seeking a Mid-level Budget Analyst to support the OUSW(A&S) in a fully on-site role. You will assist with budget development, PPBE activities, and analytical reporting for DoD programs and PEs.

The ideal candidate will have at least 5 years of DoD budgeting experience, strong spreadsheet skills, and familiarity with DoD financial systems. A Bachelor’s degree is required and an active security clearance is required.

Qualifications

• At least 5 years DoD/OSW or Military Department HQ-level financial management and budget experience.
• Experience preparing and tracking financial commitments, MIPRs, purchase requests, obligations, and expenditures.
• Experience supporting PPBE process, including budget exhibits and forecasting.
• Ability to create and maintain complex financial spreadsheets.
• Experience with DAI (OBIEE, Hyperion), WAWF, G-Invoicing, and DAR-Q.

Responsibilities

• Provide analysis to support budget administration and financial management of Programs, Projects, and Program Elements.
• Support PPBE activities for assigned programs, projects, and PEs.
• Provide analysis using government IT systems for OUSW(A&S) staff and leadership.
• Support the Department Program Review and analyze POM, PBR, and PB submissions.
• Review and analyze Defense appropriation and authorization documents.
• Assist in preparation and coordination of issue papers for OUSW(A&S).
• Provide inputs for A&S position on reports highlighting budget irregularities.
• Support POM issue teams, issue development, and related white papers.
• Assist development of budget submissions (O-Docs, R-Docs, P-Docs).
• Assist with congressional justifications (J-Books).
• Generate and consolidate comments and findings for staff and leadership.
• Support budget development and execution for assigned PEs.
• Plan and coordinate timing of actions to integrate programs during budget process.
• Assist in tabulation, graphical plotting and other visual presentations of data.
• Maintain proficiency of current fiscal and appropriations conventions and law.
