Job summary

MDW Associates is seeking a Mid-level Financial Analyst to support the Missile Defense Agency with DoW budgeting, planning, and execution. Hybrid role based in Ft. Belvoir, VA, requiring DoW PPBE experience and strong analytical skills.

The candidate will develop budget justification materials, perform POM/Budget activities, and present solutions to senior leadership while coordinating with multi-disciplinary teams.

Qualifications

• DoW budget and finance experience.
• Experience leading budget formulation efforts.
• Experience with PPBE process, POM, BES, Top Lines for S&T within DoW.
• Experience building accurate and defensible budgets for DoW offices.
• Knowledge of funding execution process.
• DoW organization structure.
• Strong written and oral communication skills.
• Advanced knowledge of Excel and the MS Office product slate.

Responsibilities

• Understand DoW or MDA PPBE process and contribute to budget documentation.
• Develop budget justification materials for PBR and PB for appropriations.
• Lead or contribute to team projects, present solutions to senior leadership.
• Perform strategic planning, POM, and budget formulation under Government direction with federal funds.
• Apply Financial Management Regulations and OMB Circular A-11.
• Justify and implement Above or Below Threshold Reprograming.
• Organize and consolidate financial data for program planning and reviews.
• Track and report spending against internal and external controls.
• Maintain financial databases of the agency's operating budget.
• Prepare and execute program funding requests (PRs, MIPR).
• Defend budgets to stakeholders with supporting products.
• Provide daily supervision and direction to support teams.
• Prepare analysis of program effectiveness and budget trends.
• Prepare documents and briefings for DoW senior leadership.
