Qualifications

  • At least 1 year of experience working in a business, management, finance, accounting, legal, logistics, procurement, administrative, or similar professional environment.
  • Proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, and Teams.
  • Experience with Adobe Acrobat, SharePoint, and online data systems.
  • Strong computer and electronic data-entry skills.
  • Ability to use standard office equipment, including computers, scanners, copiers, and shredders.
  • Strong attention to detail and organizational skills.
  • Ability to maintain accurate electronic records and files.
  • Ability to manage multiple tasks and meet strict deadlines in a high-tempo environment.
  • Strong written and verbal communication skills.
  • Ability to communicate professionally with individuals from various backgrounds and organizational levels.

Responsibilities

  • Process educational service contracts and tuition procurement requirements from initiation through completion, up to the point of Government review and approval/award.
  • Review tuition procurement packages for completeness, accuracy, and required supporting documentation.
  • Prepare purchase requests, contract task order documentation, amendments, modifications, and related procurement materials.
  • Prepare and research supporting documentation required for procurement actions.
  • Submit completed requirement packages to authorized Government representatives for review.
  • Assist with funding requests and procurement-related documentation.
  • Validate data and identify discrepancies or missing information.
  • Research and provide information needed to support Government determinations regarding contract cost allowability.
  • Communicate with NROTC units, educational institutions, NSTC personnel, and other stakeholders regarding tuition ordering requirements.
  • Track procurement actions, deadlines, and outstanding requirements.
  • Maintain accurate electronic records, files, purchase records, and contract documentation.
  • Support contract reporting, file maintenance, and preparation of documentation for audit and closeout.
  • Process tuition orders associated with Educational Service Agreements, including regular-term tuition and allowable fees, condensed-session tuition and allowable fees, and other authorized educational requirements within the scope of the contract.
  • Assist with resolving issues that may delay or prevent successful completion of procurement actions.
  • Develop proficiency in applicable Educational Service Agreement business rules, NSTC instructions, tuition ordering policies, and established procedures.
  • Develop familiarity with Navy terminology, rules, and regulations.
  • Protect Controlled Unclassified Information (CUI), Privacy Sensitive Information, and other sensitive non-classified information.
  • Participate in training, meetings, and process improvement activities as requested.
  • Coordinate with team members and supervisors to ensure workload is completed accurately and on schedule.
  • Perform other duties related to federal procurement and tuition ordering support as assigned.
  • Refer inherently Governmental functions to the appropriate Government representative.

Document Prep Clerk – Naval Service Training Command (NSTC)

Location: Great Lakes Naval Base, IL

Position Overview

Leading Solutions is seeking Document Prep Clerks to provide federal procurement and administrative support to the Naval Service Training Command (NSTC) and Navy Reserve Officer Training Corps (NROTC) units.

These positions will support the processing of educational service contracts and tuition procurement requirements from initial request through preparation for Government review and approval. Responsibilities include reviewing procurement packages, preparing purchase requests and supporting documentation, coordinating with NROTC units and educational institutions, maintaining records, validating information, tracking requirements, and supporting contract reporting and administration.

The ideal candidate is highly organized, detail-oriented, comfortable working with electronic systems and documentation, and able to manage multiple requirements while meeting strict deadlines.

Key Responsibilities

Preferred Qualifications
  • At least 1 year of experience in Accounting, Finance or Bookkeeping.
  • Experience supporting federal government contracts or procurement.
  • Familiarity with the Federal Acquisition Regulation (FAR).
  • Experience preparing purchase requests, task orders, contract packages, or similar documentation.
  • Experience working with military, Department of Defense, or other federal government organizations.
  • Experience with tuition, education, financial, or administrative processing.
  • Experience working in a high-volume environment with strict processing deadlines.
