Summary

You will serve as a CONTRACT SPECIALIST in the ACQUISITION SUPPORT DIRECTORATE (ASD) of NAVAL POSTGRADUATE SCHOOL.

Location

Naval Post Graduate School, Monterey, CA

Telework eligible. This position is eligible for ad-hoc/situational telework at the discretion of management.

Salary

$133,060 - $172,980 per year.

Duties
  • You will plan, develop, and establish the contractual strategy for the overall acquisition program for the given project.
  • You will review the negotiation strategy, coordinate strategy with negotiation team.
  • You will provide guidance to personnel engaged in planning and scheduling acquisition actions to ascertain adherence to policies, suitability of recommendations, protection of the Government's interests, practicability of delivery schedules, etc.
  • You will recommend types of contracts, requirements for special terms, clauses and/or provision, and define the acquisition plan based on input from PMO personnel and technical end users.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position is covered under DAWIA. Certification in the Functional Area and Tier assigned to the position, along with Continuous Learning (CL) points, are required within established timeframes.
Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-12) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Generate acquisition packages in accordance with the program/project requirements; 2) Resolve contract and procurement issues by determining alternate solutions to problems; 3) Conduct negotiations in the pre‑award and post‑award phases of contracting; and 4) Utilize contract and procurement systems (e.g., Standard Procurement System (SPS), Defense Acquisition Portal (DAP), Federal Procurement Data System (FPDS), Contracting Officer Representative Tracking (CORT) Tool, and System for Award Management (SAM)) in order to execute a contract.

Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

  • A. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
  • B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the bachelor's degree or in addition to the degree.)

NOTE: The education requirement listed above applies only to individuals entering DoD GS‑1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS‑1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 and members of the Contingency Contracting Force are also exempt from meeting this requirement.
