The City of Norfolk's Department of Parks and Recreation is currently seeking a Division Head of Aquatics that Provides Division leadership, direction, and oversight for staffing, citywide programming, large multipurpose facility operations, planning, development, administration, and evaluation. Division includes but is not limited to aquatics and beaches. Under limited supervision, this position supervises, plans and directs the activities of a division within an assigned Bureau. Performs administrative duties and assists with coordinating work and developing plans and strategies. Reports to the assigned Bureau Head.

Essential Functions
  • Manage staff by scheduling and coordinating work assignments, training, developing, conducting performance evaluations, and providing information as needed.
  • Developing policies and procedures to ensure the division’s programs reflect the National Recreation, Parks Association core services areas as well as best use of allocated funds.
  • Prepares and administers’ divisions budget; ensure all work conducted within budgetary constraints and according to City policy, codes, and standards of quality.
  • Perform administrative duties by approving and signing documents, responding to inquiries, drafting contracts, and composing correspondence.
  • Assists with coordinating work and developing plans and strategies by attending meetings with various personnel, contractors, and civic associations.
  • Develops annual budget, monitors expenditures, and approves purchases, maintains financial and participant activity reports.
  • Conduct research to stay current on programming and operations.
  • Conduct ongoing evaluations of programs, services, and employees.
Education/Experience

Undergraduate degree from an accredited college or university in Recreation and Leisure Services, Sports Management or related field

2-3 years demonstrated work experience managing teams in one or more areas of expertise.

Additional Information & Requirements
Preferred Required License(s) and/or Certification(s):

Required: A valid driver’s license. Current American Red Cross Lifeguard or YMCA training certificate. Current American Red Cross Water Safety and Lifeguard Instructor certificate. Current Pool Operator Certifications.

Preferred: Certified Parks & Recreation Professional, current water fitness instructor and American Red Cross lifeguard management certification.

  • Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.

If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

  • The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
