Job summary

The State of Washington’s Department of Licensing, Financial Services Office, seeks a Division Budget Manager to guide the development, execution, and oversight of budgets across the division. You will liaise with agency leaders to translate priorities into financial plans and ensure transparency and accountability.

This role requires deep knowledge of state budgeting, the ability to analyze legislation and fiscal notes, and strong communication with diverse audiences.

Qualifications

• Nine (9) years of combined professional experience in budget, accounting, or program financial management field.
• Experience in a State position titled Budget Manager, Budget Officer, or Chief Financial Officer.
• Knowledge of principles of state financial management; budgeting policies, processes, and systems.
• Ability to analyze legislation and budget proposals; develop budget decision packages and fiscal notes.
• Understand and follow agency values of respect, trust, diversity, equity, and inclusion.

Responsibilities

• Provide strategic guidance on use of financial resources and performance measures to achieve goals.
• Coordinate fiscal note preparation and processes.
• Represent division in revising agency resource management policies and procedures.
• Assist Budget Managers in policy development and implementation.
• Represent division’s budgetary interests in agency budget development and management.
• Develop funding request packages to meet division and agency needs.
• Ensure optimal use of division resources and improve budget office products.
• Assist in fee setting processes where DOL has authority.
