Qualifications

• Bachelor’s degree in Civil Engineering from an ABET-accredited program.
• Professional Engineer (PE) license.
• Minimum of 10 years of civil engineering experience, with emphasis on municipal infrastructure and utility district services.
• Experience with MUDs or public sector clients preferred.
• Knowledge of capital planning, permitting, utility design, and construction oversight.
• Familiar with regulatory standards and environmental compliance practices.
• Strong analytical, problem-solving, and communication skills.
• Ability to manage shifting priorities, meet deadlines, and collaborate with stakeholders.
• Reliability and ability to work a standard weekday schedule with possible overtime or emergency response.
• Ability to present technical information to technical and non-technical audiences.

Responsibilities

• Act as the District Engineer to guide MUD objectives and provide updates.
• Plan and oversee CIP development, bond applications, feasibility studies, and permitting docs (ACRs, re-rates, EPPs).
• Review development plans, documents, pay apps, and invoices for compliance and alignment with standards.
• Provide technical oversight during construction/rehabilitation of District facilities (water/wastewater).
• Coordinate with developers, consultants, and agencies to ensure project execution and permitting compliance.
• Prepare engineering proposals and manage projects to completion on time and budget.
• Support operational planning, maintenance strategies, and emergency response with District Operators.
• Stay informed on legislation and regulatory updates and communicate impacts to stakeholders.
• Foster strong collaboration with internal teams, clients, and external partners.
