Job summary

Pape-Dawson Engineers seeks a Project Manager in Houston to support Municipal Utility Districts within the District Services group. You will coordinate capital improvement planning, regulatory compliance, and infrastructure development, working with Land Development and Facilities teams to deliver projects on time and on budget.

Qualifications

• ABET-accredited Bachelor’s degree in Civil Engineering.
• Professional Engineer (PE) license required.
• Minimum of 6 years of civil engineering experience with municipal infrastructure.
• Experience with MUDs or public sector clients preferred.
• Knowledge of capital planning, permitting, utility design, and construction oversight.
• Strong analytical, problem-solving, and communication skills.
• Ability to manage shifting priorities and meet deadlines.
• Willingness to work overtime or for emergency response.
• Ability to present technical information to diverse audiences.

Responsibilities

• Plan, coordinate, and oversee infrastructure projects including CIP development and permitting documentation.
• Review development plans, construction documents, contractor pay apps, and invoices for regulatory compliance.
• Provide technical oversight during construction and rehabilitation of District facilities.
• Coordinate with developers, consultants, and agencies to ensure project execution and compliance.
• Prepare engineering proposals and manage projects through completion.
• Support operational planning and emergency response with District Operators.
• Stay informed of regulatory updates and communicate impacts.
• Foster strong communication with internal teams, clients, and external partners.
