Job summary

State of Tennessee seeks Transportation Engineering Specialist I–III to support District operations in construction project delivery. The role emphasizes coordination with Project Teams, TDOT divisions, regions, and contractors to meet contractual requirements while applying TDOT standards and e-construction practices.

The position requires engineering degrees and demonstrated competency in planning and constructing projects, with experience scaling from Specialist I to IV.

Qualifications

• Bachelor's or Master's Degree in Engineering, Construction Project Management, or Concrete Industry Management (accredited institution).
• 1 Year of demonstrated competency in planning, developing and/or constructing projects for Specialist 1.
• 2 Years of demonstrated competency in planning, developing and/or constructing projects for Specialist 2.
• 3 Years of demonstrated competency in planning, developing and/or constructing projects for Specialist 3/4.
• Demonstrated ability to adhere to project plans and deliver within budget and schedule.

Responsibilities

• Serve as a resource for Project Teams and District staff within a matrix organization.
• Minimize risk by identifying and mitigating potential conflicts and issues before, during, and after construction.
• Integrate Quality Management into all deliverables, including reviews and change orders.
• Assist in tracking and enforcing contractual requirements with DBE/On-the-Job Training goals.
• Ensure Davis Bacon Act compliance and certified payroll on all District projects.
• Ensure trained and certified personnel are on the project site.
• Support delivery of the district work program on time and within budget.
• Prepare, evaluate, and process project documents and closeouts.
• Deliver training to District staff and collaborate on proficiency programs.
• Conduct progress meetings and ensure effective communication with stakeholders.
