Job description

District Purchasing Manager

Status: Full-Time / Exempt

Shift: Days

Description:

This position is directly responsible for the operations of the central purchasing functions of the district in accordance with Board Policy and Federal/State laws. The position has secondary oversight of the district’s warehousing, receiving and distribution functions.

Essential Functions:

  • Supervise and perform district’s purchases of goods and services to ensure maximum buying power and minimum inefficiency and compliance with all applicable laws and regulations, including district policies and federal/state statutes.
  • Supervise, assist, train, and evaluate direct reports including hiring and directing daily workflow. Directing workflow includes daily staff interactions, providing technical guidance, assigning, monitoring and reviewing of work, and timely and efficient management of the shared Purchasing email.
  • Supervise district warehouse operation to ensure efficient warehousing, receiving and deliveries to meet the district’s needs in a timely manner.
  • Lead district’s strategic procurement efforts, including solicitations for formal bids, proposals or quotations including sourcing planning, needs assessment, determining specifications and scope of work, deliverables, value analysis, and synthesizing complex, non-restrictive specifications received from district stakeholders.
  • Manage relations with and evaluate performance of district suppliers and vendors in a transparent, professional and impartial manner ensuring access to quality resources for the district.
  • Manage district contract approval process including the development and negotiation of internal contracts resulting from district solicitations, review of vendor issued contracts and agreements to determine alignment with district standards, and coordination of legal review and Board approval in a timely manner.
  • Maintain vendor file to ensure compliance with IRS guidelines and in conjunction with 1099 preparation and vendors’ adherence to insurance and documentation requirements.
  • Coordinate and develop policies and procedures for Purchasing and Warehousing including the provision of regular and detailed communications and training to district stakeholders to ensure understanding and adherence.
  • Maintain technical knowledge of governmental purchasing practices.
  • Maintain dependable attendance and timely arrival in accordance with scheduled work hours.
  • Perform all other duties as may be assigned by supervisor.

Job Requirements:

  • This position requires a minimum of five years of experience in purchasing/procurement with preference given to school system or public sector purchasing, at least two years in a supervisory role, with experience in the utilization of financial software systems.
  • Experience with or knowledge of Warehouse/Receiving and Distribution practices is preferred.
  • Such alternatives to the above qualifications as the Board may find appropriate and acceptable.

Education:
Bachelor’s degree in accounting, business, or related field is required.

Salary Schedule:
SPMS

Hiring Range:
$65,174 to $83,220 annually, dependent on experience, plus additional $9,900 annual compensation for salary-in-lieu of dependent benefit coverage.
