Job summary

NAVY EXCHANGE SERVICE COMMAND (NEXCOM) seeks a senior HR leader to manage human resources for a large district, driving complex interventions and programs to improve workforce effectiveness and business results.

In this role you will supervise exempt HR staff, oversee compensation and rewards, staffing, development, and labor relations while ensuring compliance and strategic alignment across multiple sites.

Qualifications

• 3 years of general experience in non-routine HR work and ability to analyze problems.
• 4-year degree may substitute for experience as described.
• 5+ years of specialized HR experience across at least two functional areas.

Responsibilities

• Lead HR management for a large district or region across compensation, performance, staffing, development, and labor relations.
• Drive staffing strategies to ensure we hire and promote from internal and external sources.
• Implement compensation and rewards programs to attract and retain talent.
• Analyze organizational effectiveness using HRIS data and benchmark results.
• Ensure job descriptions and classifications align with business needs and laws.
• Provide training and development initiatives to support objectives.
• Manage labor relations and ensure proper application of bargaining agreements.
• Maintain regulatory compliance and advocate workforce diversity and inclusion.
