Pay Range: $117,200- $172,047
JOB SUMMARY: Oversees the design and construction of projects for the district; responsible for the development and implementation of capital projects including the Capital Improvement Program; coordinates assigned activities with other District Teams and outside agencies. Receives administrative direction from the General Manager.
SUMMARY OF ESSENTIAL JOB FUNCTIONS:
- Develop, plan, and implement goals and objectives; recommend and administer policies and procedures.
- Supervise the formulation of long-range plans to meet infrastructure needs.
- Supervise, coordinates, reviews, and approves all capital improvement engineering activities.
- Supervise, coordinates, reviews, and approves water system improvements for private development and in-house projects.
- Supervise the preparation and design improvements for public works project activities.
- Determine scope of engineering projects; oversees preparation of Requests for Proposals and contracts for consulting services; oversees contract negotiations, reviews and approves plans of consulting engineers; make technical engineering decisions and establish technical criteria and standards.
- Supports Information Technology (IT) services. Reviews and provides guidance for standard operating procedures, consultant support, purchases, and other relevant functions of the District’s IT systems.
- Supervise and participate in the development and administration of the Engineering Team budget; direct the forecast of additional funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement mid-year adjustments.
- Prepare Board of Director agenda items relating to capital improvement projects and other Engineering Team related activities.
- Select, train, motivate and evaluate personnel; establish and monitor employee performance objectives; prepare and present employee performance reviews; provide or coordinate staff training; work with employees to mentor and correct deficiencies; and implement disciplinary procedures.
- Supervise and coordinate the District’s Blue Stake and GIS program.
- Attend and participate in meetings and conferences with District Board of Directors and committees, public officials and professional organizations.
- Meets with consultants, developers, contractors and public regarding upcoming work and new developments.
- Develops strategic partnerships and contacts with community representatives, external agencies and other organizations regarding relevant issues facing the district.
- Accomplishes or approves cost estimating for capital projects, assists in financial analysis for capital improvements.
- Provide information to the public; respond to and resolve citizen inquires and complaints.
MINIMUM REQUIREMENTS:
- A bachelor’s degree in civil engineering; eight years of increasingly responsible professional civil engineering experience including five years of supervisory responsibility.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
- Principles and practices of civil engineering, land surveying, construction management and contract administration.
- Applicable laws and regulatory codes related to development and engineering design.
- Principles and practices of organization, administration, and personnel management.
- Establishing and maintaining effective working relationships with staff, management, contractors, and the public.
- Use of personal computers, tablets and associated information technology devices, and software.
- Oral and written communication.
- Development and administration of operating and capital budgets.
- Exhibit integrity, initiative, and innovation.
- Supervise the preparation of engineering records and prepare comprehensive technical reports.
- Make complex engineering calculations and prepare engineering plans and specifications.
- Prepare and monitor a Team budget.
- Supervise, train, and evaluate assigned personnel.
- Present and speak in front of public groups and the media.
WORKING CONDITIONS:
- The primary duties are performed in the office with occasional field visits that may include exposure to adverse weather conditions.
- Ability to lift, carry, push, and/or pull materials weighing 5-20 pounds on occasion.
SPECIAL REQUIREMENTS:
- Must possess a valid Arizona Driver’s License.
- Registered as a Professional Civil Engineer in the State of Arizona.
