Position Concept

Responsible for analyzing, coordinating, dispatching, and documenting trouble and switching tasks, using independent judgment to responsibly direct field personnel to respond to system problems, customer problems, and requests within Tampa Electric’s distribution system.

Distribution System Operator

Performs complex technical assignments; has decision-making responsibility requiring discretion and independent judgment with limited direction from Senior Distribution System Operator (DSO)/DCC Supervisor.

Primary Duties and Responsibilities
  • Ensure safety awareness by verifying circuit configurations via primary maps in the Advanced Distribution Management System (ADMS) and through clear communication with field forces before issuing energized work permits (EWP) and/or switching instructions. Monitor field locations throughout the shift to ensure safety.
  • Use customer information, location, damage type, primary circuit maps, ADMS, Energy Management System (EMS), and other resources to analyze trouble incidents, determine problems, and direct field personnel with appropriate actions.
  • Monitor ADMS and CAD for alarms and information to recognize customer problems, outages, or system troubles, and deploy field forces accordingly.
  • Install and remove energized work permits, and document results of field visits, reporting unusual problems to supervisors.
  • Coordinate and direct service area crews to resolve system or customer problems during normal, abnormal, or storm conditions.
  • Support customer inquiries during abnormal hours, using current information to determine service restoration conditions.
  • Decide on appropriate responses and utilize ARCOS automated call-out program to summon crews for emergency work, including Troubleshooters, other DSOs, and Supervisors.
Supervision

No direct reports, but indirectly supervises Troubleshooters, Substation Personnel, Transmission and Distribution Line Crews. Has authority to direct these personnel as needed for service restoration and problem resolution.

Relationships

Reports to DCC Supervisor, with daily contact with System Restoration Supervisors, DSO colleagues, Planner Analysts, Line Supervisors, Field Personnel, and others. External contact includes Customers, Emergency Agencies, and utility contractors.

Qualifications
Education

Required: High school diploma or GED

Preferred: Related college, technical degree, lineworker, or substation electrician

Experience

Required: Experience in one of the following:

  • Minimum one year as a Journeyman Lineworker, Troubleshooter, or Substation Electrician
  • Minimum two years as a Control Center Plant Operator, Control Room Specialist, or similar
  • Minimum two years performing duties of a Tampa Electric Dispatcher
  • Minimum three years at another electric utility performing equivalent duties
  • Two years in technical positions like Cable Splicer, Distribution Design Technician, or Planner/Scheduler

Preferred: Experience with ADMS, CAD, GIS, and WorkPro programs

Senior Distribution System Operator

Performs all DSO duties independently, providing leadership and directing restoration and maintenance work, issuing switching, and supporting training.

Additional Qualifications

Experience performing TEC DSO duties, completing training modules, and demonstrating independent switching capabilities. Preferably, experience managing ADMS and EMS applications for restoration, with strong knowledge of underground and overhead switching.

Working Conditions

Must work rotating schedules covering 24/7, with significant overtime. Indoor office environment; high-stress situations possible.

Physical Demands

Extended hours and shifts exceeding five days may be required.
