Benzie County Central Dispatch is seeking an Emergency Communications Supervisor to lead the 911 dispatch team and oversee the day-to-day operations of the public safety answering point in Benzie County, Michigan.

The Deputy Director will act as second-in-command, oversee technology systems (CAD, GIS) and quality assurance programs, schedule staff, ensure compliance with state and federal regulations, and coordinate training and development of personnel in a 24/7 operation.

Qualifications

  • Five (5) years as an Emergency Communications Specialist.
  • One (1) year as a Certified Training Office (CTO).
  • Proficient in Emergency Communications Specialist duties with above satisfactory evaluations.
  • CTO Supervisor (or obtained within one year of appointment).
  • Associate Degree in Public Safety Communications or related field (preferred).

ACT Grade 3: $26.26-$27.40/hourly

SUMMARY OF POSITION:

Benzie County Central Dispatch is the public safety answering point (PSAP) for emergency and non-emergency telephone requests for public safety services as well as dispatching the appropriate jurisdictional law enforcement agency, fire department, and emergency medical service (EMS). The Dispatch Center is a 24/7 operation and supports multiple agencies, township, village, and city contacts after normal business hours.

This position holds the same responsibilities of an Emergency Communications Specialist with additional supervisory duties and responsibilities. Under the direction of the Director, an employee in this position will act as the second-in-command and assist the Director in overseeing and managing a 911 emergency telephone system and centralized emergency dispatch center that is responsible for dispatching all police, fire, and ambulance services within Benzie County. The Deputy Director assists in the planning, organizing, staffing, and directing the day-to-day operation of Central Dispatch. The Deputy Director fills the role of the Director in their absence.

This position may require irregular hours and requires working as an Emergency Communications Specialist. This position may be scheduled as a rotation in the monthly schedule for the 9-1-1 Center.

PRIMARY DUTIES AND RESPONSIBILITIES (may include but are not limited to the following)

Other duties may be required and assigned by the Benzie County Central Dispatch Director

  • Supervises and provides leadership to all Emergency Communication Specialists in accordance with County policy and labor contracts.
  • Assist the Director in establishing and implementing operational goals, policies, and budgets for the department.
  • Assist in the development, implementation, and maintenance of technology systems to serve the 911 center.
  • Acts as system analyst, periodically testing and reviewing the 911, CAD, radio, and network systems.
  • Oversee Dispatch Employee Evaluations, Quality Assurance, Emergency Medical Dispatch Quality Assurance, and Run Review programs.
  • Preparation and presentation of various reports as directed.
  • Makes effective recommendations regarding hiring, promotions, corrective actions, and terminations for all departmental staff.
  • Oversees the Communications Training and Evaluation Program (CTEP), Communications Training Officers, evaluations, observation reports, and trainee work performance.
  • Maintains compliance with all applicable Local, State, and Federal government laws, ordinances, and regulations. Assists with developing and maintaining policies and procedures that comply with local, State, and Federal regulations to ensure quality services are provided in an efficient and effective manner from emergency service providers.
  • Establishes, maintains, and ensures compliance of staff with the department's standard operating policies, procedures, and regulations.
  • Assists with organizing, developing, and coordinating State of Michigan mandatory continuous education and training for all personnel; assures that personnel are certified as necessary and/or appropriate within applicable standards and protocols.
  • Maintains departmental staff scheduling in consideration of workload, minimum staffing requirements, and collective bargaining agreements.
  • Attends training as required by the State of Michigan and Federal Government relating to Emergency Management and 9-1-1 Dispatch. Overnight travel may be required.

EDUCATION, FORMAL TRAINING, AND EXPERIENCE (minimum requirements)

  • Five (5) years as an Emergency Communications Specialist.
  • One (1) year as a Certified Training Office (CTO)
  • Proficient in Emergency Communications Specialist duties and responsibilities with above satisfactory evaluations.
  • CTO Supervisor (or obtained within one year of appointment)
  • Associate Degree in Public Safety Communications or related field (preferred)

KNOWLEDGE, SKILLS, ABILITIES and COMPETENCIES

  • Proficiency in English grammar, spelling, punctuation, and mathematical functions such as addition, subtraction, multiplication, division, percentages, ratios, etc.
  • Knowledge of federal, state, and local legislation, regulations, ordinances, protocols, etc. relevant to 9-1-1 and emergency management
  • Knowledge of procedures, policies, practices, and field of knowledge related to 9-1-1, Emergency Management, Police, Fire, and EMS operations as well as general county operations and organization.
  • Interpersonal skills necessary to develop and maintain effective and appropriate working relationships with citizens, co-workers, and representatives of other agencies.
  • Knowledge of County functions, organizations, and the department’s role and relationship with other agencies/jurisdictions.
  • Knowledge of labor relations and union contract negotiations
  • Knowledge of applicable policies and procedures governing the hiring, employment, and separation of employment.
  • Knowledge and ability to use personal computers and other departmental technology to prepare reports, maintain records, and search for and compile data.
  • Working knowledge of police, fire, and emergency medical procedures and protocols pertinent and applicable to dispatch operations.
  • Knowledge and skills to perform the duties of an Emergency Communications Specialist and maintain certification in required training.
  • Knowledge of geographic information systems (GIS) and technologies.
  • Knowledge of computer-aided dispatch (CAD) systems and technologies.
  • Knowledge of 911 industry trends and best practices, including Next Generation 911 technologies and concepts.
  • Skill in assigning, prioritizing, monitoring, and reviewing work assignments; mentoring and training of personnel with varying education and aptitudes.
  • Ability to lead with vision and demonstrate strong leadership qualities.
  • Ability to identify and resolve problems that may impact the mission of the department and the County.
  • Ability to coordinate, develop, communicate, and implement departmental procedures and operations.
  • Ability to interpret and explain complex policies, processes, regulations, and applicable laws in understandable terms.
  • Ability to accurately organize and maintain paper documents and electronic files.
  • Ability to maintain the confidentiality of information and professional boundaries.
  • Ability to work under stressful conditions and to adapt positively to changing circumstances and/or priorities.
  • Must have a valid Driver's License and personal vehicle insurance
  • Achieves and maintains professional, national or State of Michigan certifications and standards as necessary or required (examples: IAED, NENA, MCDA, APCO, CJIS, LEIN)
